ADDITIONAL MEASURES TO ENSURE THE SAFETY AND SECURITY OF OUR SHIPS, THEIR PASSENGERS AND CARGOES



To further ensure the safety and security of passengers and/or cargoes onboard ships and the people and goods that they carry, it is hereby ordered for all concerned to:

1.  Be vigilant at all times 24 hours a day and 7 days a week against terrorism and drug smuggling;

2.  Establish security measures at port and onboard ships as follows:

-Strictly implement the one hundred percent (100%) inspection of bags, knapsacks, boxes, merchandise, etc., of all people entering passenger terminal prior to embarkation;
-Cautiously inspect immediately or report to proper authorities, suspicious-looking packages, paper bags, and other similar packages;
Instruct port/ship security personnel/employees to immediately contact proper authorities when suspected bombs/drugs are noted;
-Be observant of people loitering around the area doing nothing and those leaving behind bags and packages/boxes in the garbage cans/bins within the premises.  Vendors with knapsacks, bags and other similar belongings should be advised to move out as they may be used as courier of bombs/drugs;
-Be observant of cars/motorcycle-riding individuals who are suspiciously and constantly watching within the premises of ports/ships;
-Be cautious in opening envelopes and packages sent by unknown individuals with no return address/es;
-Safeguard from unauthorized persons restricted areas of the port/ships.
-Be on guard against the following materials/items in conducting bomb threat related inspection:
Aluminum shell 2-4 inches in length which:

1.  Looks like an umbrella rod and/or;
2.  With sotanghon noodle size wire that comes in pairs;
Battery operated alarm clock sometimes with two protruding rods;
Black powder;
Oily stained which smells like gas/diesel;
Small, white bead, like rice grains, light weight with pungent odor (urine like odor) and may be contained in bottles, boxes, cans and plastic bags and become oily when expose to air.
Keep in mind that drugs can be devised to look like almost anything and can be placed or delivered in many ways, such as:
- Christmas gifts
- Strange and unusual unattended baggage bag/boxes or parcels
- Tightly wrapped and compact packages or parcels
- Delivery of unexpected package or parcel

3.  Immediately inform any of the following government agencies of any suspicious person(s)/activity(ies)/movement(s) in your premises/ships and/or their immediate vicinity:
