As part of the Agency's continuing efforts to combat terrorism and the necessity of institutionalizing more stringent and vigilant measures to prevent and suppress this criminal act, and finally, to ensure the safety and security of both passengers and/or cargoes on board ships, the crewmembers and the ship itself, it is hereby reiterated and ordered for all concerned to:

1. Exercise 24-hour monitoring/extra vigilance of all entry points and the perimeter to their premises, passenger terminals, other port facilities and/or structures and vessels all days of the week.
   
   
2. Institute 100% checking of persons and or passengers and their baggages.  Entry should be denied to anyone who refuses to submit to a security check prior to entry into passenger terminals and embarkation to a ship.
   
   
3. Instruct port/ship security personnel/employees to immediately contact proper authorities when suspected drugs devised to look like almost anything and placed or delivered in many ways such as a strange, unusual and tightly wrapped and compact package or parcel bag or box/or bombs.
   
   
4. Be observant of people loitering around the area and those leaving behind bags and packages/boxes in the garbage cans/bins within the premises.  Vendors with knapsacks, bags and other similar belongings should be advised to move out as they maybe used as courier of bombs and drugs.
   
   
5. Be observant of cars/motorcycle-riding individuals who are suspiciously and constantly watching within the premises of ports/ships .
   
   
6. Be cautious in opening envelopes and packages sent by unknown individuals with no return addresses.
   
   
7. Safeguard restricted areas of the port/ships from unauthorized persons.
   
   
8. Be on guard against the following materials/items in conducting bomb threat related inspection such as,
   

   
   
   1. aluminum shell 2-4 inches in length which looks like an umbrella rod and/or with sotanghon noodle size wire that comes in pairs;
      
      
   2. battery operated alarm clock which sometimes has two protruding rods;
      
      
   3. black powder;
      
      
   4. oily stains which smells like gas/diesel; and
      
      
   5.  small, white bead rice-like grains, light weight with pungent odor (like urine) and may be contained in bottles, boxes, cans and plastic bags and become oily when exposed to air.

   
   
9. Provide a bulletin board for each of your vessels posting therein all safety related certificates.
   
   
10. Post notices at strategic locations regarding the strict enforcement of security measures.
    
    
11. Implement other safety precautionary measures deemed necessary.
    
    
12. Immediately inform any of the following government agencies of any suspicious person(s)/activity(ies)/movement(s) in your premises/ships and/or their immediate vicinity:
