[ MTC RESOLUTION NO. 03, S. 2003, July 29, 2003 ]

ACCREDITATION OF THE IMO MODEL COURSES 7.01 AND 7.02 AND GUIDELINES IN THE CONDUCT OF THE PILOT CLASS



WHEREAS, the 1978 STCW Convention, as amended, requires that ever master and chief mate of seagoing ships of 3000 GT or more and chief engineer officer and second engineer officer of seagoing ship powered by main propulsion machinery of 3000 kW or more shall have completed an approved education and training and meet the standards of competence specified in the STCW Code.

WHEREAS, the Maritime Training Council (COUNCIL) , through Resolution No. 12, Series of 2000 has adopted the IMO Model Courses 7.01 for Master and Chief Mate and 7.02 for Chief and Second Engineer officers, as the approved courses for compliance with the requirement under the STCW `95 Convention.

WHEREAS, there is a need to pilot test the said courses before the same shall be open for accreditation to training centers or institutions which meet the requirements.

WHEREAS, the Philippine Maritime Education and Training Foundation (PMF)/International Maritime Training Trust (IMTT), a recognized non-government organization, formally agreed and committed to undertake the conduct of the pilot class under the authority of the Maritime Training Council in the form of a training grant.

WHEREAS, the PMF/IMTT has the expertise and resources to ensure that the objectives of the pilot class is achieved effectively.

WHEREAS, MTC Resolutions No. 6, s. 2002 and No. 8, s. 2002, providing for the interim arrangement for cadidates in the management level, shall end on 1 February 2004, requiring therefore for the immediate implementation of the IMO Model Courses in 7.01 and 7.02.

WHEREAS, there is a need for the full cooperation of shipowners to encourage and assist their operational level officers to undergo the STCW training requirement and to share the cost of training.

WHEREAS, there is therefore a need to establish the guidelines in the conduct of the pilot test and the requirements for the accreditation of said courses.

NOW, THEREFORE, in consideration of the foregoing premises, resolve that:

1.  The MTC Secretariat and in coordination with the PMF/IMTT, with due regard of the deadline for the interim arrangement that shall end on 01 February 2003, shall immediately implement the said pilot classes.

2.  Marine Officers who successfully complete the pilot class in IMO Model Courses 7.01 or 7.02 shall be considered to have complied with the education and training requirements for certification of candidates in the management level under the 1995 amendments to the STCW Convention.

3.  The MTC Secretariat shall ensure that the requirements and standards for education and training in the management level is sufficiently provided through the accreditation of training centers/institutions after the pilot class.

4.  The guidelines for the pilot class and the subsequent accreditation of courses 7.01 and 7.02 shall be in accordance with the relevant provisions of MTC Resolution 03, series of 1998 unless otherwise provided therein.

5.  The additional requirements for the accreditation of IMO Model Course 7.01 and 7.02 shall be the following:

a.  Entry Qualifications

7.01 - open to deck officers who are holders of STCW `95 certificate at the operational level with at least one (1) year of sea service in that capacity.

7.02 - open to marine engineer officers who are holders of STCW `95 certificate at the operational level with at least one (1) year of sea service in that capacity.

b.  Qualification of Teaching Staff

7.01 - Instructor

- Master Mariner who is a holder of an STCW `95 certificate
- Two (2) years seagoing service in that capacity or at least have one (1) year of seagoing service in that capacity and three (3) years seagoing service as Chief Mate
- Completed 6.09 or a Master's degree.
- Teaching experience of at least 1 year or having conducted training and instructions onboard ship, lectured on seminar/workshops and conducted training program for seafarers.
- Experience/familiar/knowledge with the ISM Code
- Attended briefing/workshop for management level instructors
- Asst. Instructor
- Chief Mate who is a holder of STCW `95 certificate
- Two (2) years seagoing service in that capacity
- Completed 6.09 or Master's degree
- Teaching experience of at least 1 year or having conducted training and instructions onboard ship, lectured on seminar/workshops and conducted training program for seafarers.
- Experience/familiar/knowledge with the ISM Code
- Attended briefing/workshop for management level instructors
- Resource Person:
- Persons with specialized qualifications (e.g. PNI Club, Marine Insurance, etc.) may be invited as guest lecturers or resource persons as maybe deemed necessary. Such person is not required to meet the qualification requirements above.

7.02 - Instructor

- Chief Engineer who is a holder of an STCW `95 certificate
- Two (2) years seagoing service in that capacity or at least have one (1) year seagoing service in that capacity and three (3) years seagoing service as Second Engineer.
- Completed 6.09 or Master's degree
- Teaching experience of at least 1 year or having conducted training and instructions onboard ship, lectured on seminar/workshops and conducted training program for seafarers.
- Experience/familiar/knowledge with the ISM Code
- Attended briefing/workshop for management level instructors
-Asst Instructor
- Second Engineer Officer who is a holder of an STCW `95 certificate
- Two (2) years seagoing service in that capacity
- Completed 6.09 or a Master's degree
- Teaching experience of at least 1 year or having conducted training and instructions onboard ship, lectured on seminar/workshops and conducted training program for seafarers.
- Experience/familiar/knowledge with the ISM Code
- Attended briefing/workshop for management level instructors

- Resource Person:

- Persons with specialized qualifications (e.g. PNI Club, Marine Insurance, etc.) may be invited as guest lecturers or resource persons as maybe deemed necessary.  Such person is not required to meet the qualification requirements above.

c.  Qualification of Assessors

IMO Model Course 7.01

a. A Master Mariner - holder of STCW `95 certificate with at least two year's seagoing experience in such capacity
b. Completed a course in 3.12
c. Assessment experience of at least two years

IMO Model Course 7.02

a. A Chief Engineer - holder of STCW `95 certificate with at least two (2) years seagoing experience in such capacity
b. Completed a course in 3.12
c. Assessment experience of at least two years

5. The IMO Model course 7.01 and 7.02 as adopted and revised pursuant to Resolution No. 12, s. 2000 shall be used as the training curriculum for the pilot class, without prejudice to further revision/amendment.

RESOLVED FURTHER THAT, in order to lessen the burden of the candidates on the training cost, shipowners are enjoined to pay or share the cost of training.

RESOLVED FURTHERMORE THAT, priority should be given to the application for the accreditation of IMO Model Courses 7.01 and 7.02 of training centers/institutions whose programs are subsidized by the shipowners or recognized organizations, to the benefit of trainees.

RESOLVED FINALLY THAT, the Secretariat is directed to issue the corresponding guidelins for the implementation of this Resolution.
