[ MTRCB MEMORANDUM CIRCULAR NO. 00-10, September 25, 2000 ]

RE-ISSUED FILMS/REVIEW ON VIDEO/MOVIE FOR INTERNATIONAL FILM FESTIVALS



Please be informed that by virtue of the RESOLUTIONS passed by the MTRCB BOARD in July, 2000, policies on the following matters were issued and took effect immediately.
A.      Re-Issued Films:

1.         Only re-issued movies rated “R” shall be reviewed by the BOARD;

2.         However, re-issued films with "GP" and "PG-13" classifications although they need not be reviewed shall still pay the fees applicable to all re-issued movies for exhibition.

B.      Review on VIDEO FORMAT:

All films intended for exhibition in any Film Festival except the METRO MANILA FILM FESTIVAL and similar festivals may be reviewed on video format.

C.     MATERIALS FOR INTERNATIONAL FILM FESTIVAL:

1.      All materials, whether in 35 mm or video form, intended for any International Film Festival to be held in the Philippines must be submitted to the BOARD for review at LEAST TWO (2) MONTHS before the start of the FESTIVAL.  The materials must have ENGLISH or FILIPINO SUB-TITLES or dubbed in either of the aforesaid languages.

2.      The current fee of P2,000.00 for the review of festival films shall be increased to P4,000.00 effective 01 July 2001, which fee shall apply to both regular and special reviews.

3.      FORFEITURE OF FEES — all fees paid by a festival which is cancelled for whatever reason shall be deemed FORFEITED and shall not be credited to a subsequent FESTIVAL.  However, the fees may still be applicable in the event the festival applies for a RE-SCHEDULING within the prescribed three (3) months-period.

4.      DURATION — festivals should last for not more than fifteen (15) calendar days.

5.      PERMIT OF A FESTIVAL FILM — The Permit to Exhibit of a festival film shall be limited TO NOT MORE THAN TWO (2) screenings per film, for the duration of the entire festival.

D.      COMMERCIAL FILMS AND FILMS FOR NON-THEATRICAL DISTRIBUTION —

In case the review of films is postponed or has to be suspended by reason of force majeure or unforseen circumstances beyond the BOARD's control, in the resumption of the review, priority shall be given to COMMERCIAL FILMS, be they local or foreign over films for non-theatrical distribution.

E. ON SURCHARGE FEES:

The surcharge fee for Special review of film prints is lowered from P15,000.00 to P10,000.00.
Please be informed that this Memorandum Circular is a reiteration of the Memorandum issued to all concerned on 07 July, 2000.
