REVISED/AMENDED HANDICAPPING SYSTEM FOR TWO-YEAR OLD RACE HORSES



WHEREAS, the Philippine Racing Commission (Philracom) is mandated to promote and direct the accelerated development and continued growth of horse-racing;

WHEREAS, pursuant to the said mandate there is a need to revise and upgrade a handicapping system that is dynamic and progressive to ensure fair and balanced races and ultimately, to protect the betting public;

WHEREAS, PHILRACOM is empowered to prescribe additional rules and regulations to review, modify, approve, or disapprove the rules and regulations issued by persons or entities concerning the conduct of horse races held by them;

WHEREAS, the PHILRACOM has formulated a Handicapping System that is aimed (1) to promote balanced races and mandatory movement of horses to appropriate group or divisions according to its racing ability or skills; (2) to protect the betting public, due to less human intervention and remove the advantages to deliberately lose a race; (2) to protect the horse racing industry by prolonging the racing career of horses and ensure the early recovery of investment;

WHEREAS, it is hereby resolved by the Board of Commissioners of the PHILRACOM, after due notice and through consultation with the persons/entities concerned, that a revised/amended handicapping system for two-year old race horses be adopted and promulgated as follows:

HANDICAPPING SYSTEM FOR 2 YO HORSES **

 REVISED GUIDELINES ON 2 YO HANDICAPPING SYSTEM

1. Barrier Trials will now replace Novato Races.

2. Horses coming from Barrier trial & Sweepstakes trial will go to Maiden/Sweepstakes Races (1 run only)

3. Winner, Pacer & Non-Placer of the Maiden/Sweepstakes races will be classified in the Winners Group, Placers Group & Non-Placers Group.

4. (Non-Placers group)

  1. Winner of the Non-Placers Group will go to the winners Group.

  2. Placers of the Non-Placers Group will go to the Placers Group.

  3. 3 consecutive loses or 4 weeks lay - off will entitle the horse to be classified to the Non-Placers Condition Race.

  4. Winner of the Non-Placers Condition Race will go to the Winners Group.

  5. Placers of the Non-Placers Condition race will go to the Placers Group.

5. (Placers Group)

  1. Winner of the Placers Group will go to the Winners Group.

  2. Placers of the Placers Group will remain as is.

  3. 3 consecutive clean loses or 4 weeks lay – off will entitle the horse to be classified to the Placers Condition Race.

  4. Winner of the Placers Condition Race will go to the Winners Group.

  5. Placers of the Placers Condition Race will remain as is.

6.   (Winners Group)

  1. Winner of the Winners Group will go to the Juvenile Division – 1B (JD-1B).

  2. Placers of the Winners Group will remain as is.

  3. 2 continuous loses or 4 weeks lay off will entitle the horse to be classified to the Winners Group Condition Race.

  4. Winner of the Winners Group Condition Race will go to Juvenile Division 1B (JD – 1B).

  5. Placers of the Winners Group Condition Race will remain as is.

*If there is no quorum in Winners Group, merging will apply to the Winners & Placers Group, (additional 1 kg to the Winner Group).

JUVENILE DIVISION

  1. 2 wins in the Juvenile Division or 2 wins in the Juvenile Condition Race.

  2. 3 continuous loses or 4 weeks lay off (for Non-Placers only) will entitle the horse to be classified to the Juvenile Condition Race.

  3. If there is no quorum in the Juvenile Division, merging will apply to the Juvenile Division & Juvenile Condition Race.
