OPENING OF APPLICATIONS FOR NEW CPC FOR TOURIST METERED TAXI SERVICE FOR THE NINOY AQUINO INTERNATIONAL AIRPORT (NAIA) TERMINALS



The Manila International Airport Authority requested assistance for the issuance of an “Airport Metered Taxi Franchise” for exclusive use at the Ninoy Aquino International Airport (NAIA) terminals due to the growing number of passengers at the NAIA, the impending opening of the NAIA-3 terminal and in response to the numerous requests received by MIAA from airline passengers for the availability of regular metered taxi service as cheaper alternative to the Tourist Coupon Transport Service.

Pursuant to the policy-making powers of this Board on the issuance of the Certificate of Public Convenience (CPC) authorizing the operation of public land transportation service by the use of a motor vehicle, and in line with the program of the government to improve and boost the tourism industry in the Philippines, the following directive is hereby promulgated with the end view of promoting and developing the public land transport sector and the tourism industry, including the airline industry.

The moratorium for the issuance of CPC is now partially lifted, with the opening for the Applications for the issuance of New CPC to Operate Tourist Metered Taxi Services for NAIA, provided the following requirements shall be strictly and properly complied with:

1. Applicant must be issued a “Transport Concession Contract” or any similar document coming from the management of NAIA;

2. The applicant and the units proposed to be authorized must be accredited with the Department of Tourism (DOT) and must be duly endorsed by the same for “Tourist Metered Taxi Service;

3. Applicant must have a minimum of at least thirty (30) units, which must be brand new sedan type units, all of the same brand, yellow in color, with optional LPG-fed engine;

4. The applicants and their drivers must undergo the “Mabuhay Host Program” of the DOT or the “Drivers Training Program” under the auspices of the LTFRB;

5. All units sought to be authorized must be in the name of the applicant;

6. All units must be equipped with two-way radio and proper tools and equipment;

7. All units shall be equipped with the Taxi Meter Receipt;

8. All units shall have a top light with a signage “Airport Taxi”;

9. All operators must have their own garage and repair shop for proper maintenance of their vehicles.

The above enumerated requirements is exclusive of the other requirements imposed by LTFRB for new applications for CPC and shall be inspected by duly designated personnel of LTFRB prior to the hearing of the application.

The said Taxi operation shall be exclusively for Airport operations to and from the NAIA terminals and the same are prohibited from servicing any passengers outside of its operations. Fare rates for this denomination shall be subject to the approval and regulation of this Board.

The said CPC shall be subject to a yearly confirmation requiring the presentation of the DOT and NAIA accreditations. The units sought to be authorized shall have a maximum usage of five years only and the same cannot be used for the renewal of the said CPC.

The above opening for applications shall be for a maximum of Three Hundred (300) taxi units only.

Any and all issuances inconsistent herewith are hereby superseded and amended accordingly.

This Memorandum Circular shall take effect fifteen (15) days following its publication in a newspaper of general circulation or in the Official Gazette.
