(NAR) VOL.8 NO. 4 / OCTOBER - DECEMBER 1997

[ LTO MEMORANDUM, October 06, 1997 ]

COMMEMORATIVE PLATES

Reference is made to the President’s Memorandum Order No. 405 issued on November 4, 1996 “Providing Policies and Measures To Further Regulate The Issuance and Use of Commemorative Plates” . Sec. 3© thereof provides that “ (T)he commemorative plate shall not be used in place of the regular car plate, As such, the display of the latter in the motor vehicle shall be maintained in the space provided for the purpose even during the period of use of a commemorative plate.” Furthermore, LTO under Sec. 5 thereof may issue implementing guidelines based on the above policies.

In this connection therefore, all officials, employees of this Office including deputized agents are hereby advised that a commemorative plate duly authorized for use shall be installed at the space allotted for the front plate of the motor vehicle by superimposing or placing it on top of the regular plate. It is strictly prohibited to remove any of the regular plate to accommodate the commemorative plate.

In the case of the National Centennial Commission commemorative Plate valid until December 31, 1999, the first letter of the alpha and the last number of the numeric are reflected at the right of the identification alpha numerics to help enforcers identify the regular identification plates issued and preclude transfers.

Be guided accordingly.
