[ POEA GOVERNING BOARD RESOLUTION NO. 3, September 18, 1992 ]
AUTHORITY TO ESTABLISH BRANCH OFFICES BY AGENCIES
WHEREAS, under POEA Governing Board Resolution dated 29 October 1982, the POEA suspended the issuance of authority to establish branch offices to all licensed/authorized agencies/entities;
WHEREAS, Section 15, Rule II, Book I of the 1991 Revised POEA Rules Governing Overseas Employment provides for the establishment of branch and extension offices in areas approved by the Secretary, subject to implementing guidelines;
WHEREAS, pursuant to said Rule, POEA Governing Board Resolution No. 01 was issued on March 1991, allowing the grant of authority to establish branch offices in Cebu to agencies subject to requirements and guidelines as approved for in Memorandum Circular No. 18, series 1991.
WHEREAS, to establish economic empowerment and enhance the employment opportunities of Filipino workers, there is a need to expand the present number of branch offices operating in the country;
WHEREAS, such move will ensure that government's desire of bringing itself closer to the people will be attained and the effectivity of POEA in assisting and overseeing the recruitment of Filipino workers for overseas jobs will be increased; and
NOW THEREFORE, the POEA Governing Board in a meeting duly convened, hereby resolves as it hereby resolved to allow the grant of authority to establish branch offices to qualified agencies to requirements and guidelines as it may promulgate relative thereto.
