[ PRC BOARD OF MARINE DECK AND ENGINEER OFFICERS JOINT RESOLUTION NO. 01, S. 1998, September 01, 1998 ]

PROVIDING FOR A SYSTEM OF REGISTRATION FOR MARINE DECK AND ENGINEER OFFICERS BY ASSIGNING ONE REGISTRATION NUMBER FOR EACH OFFICER WHICH SHALL BE HIS CERTIFICATE OF REGISTRATION NUMBER FOR AH THE SUBSEQUENT RANKS/GRADES HE HAS QUALIFIED FOR REGISTRATION



WHEREAS, foreign ship owners employing Filipino merchant marine officers have discovered that some Filipinos employed as officers of their vessels have faked documentation such as certificates of registration and professional licenses.

WHEREAS, the present system of assigning a number for every grade or rank that a merchant marine officer has qualified for registration makes it easy for scheming persons to provide themselves with documents purporting to show that they are merchant marine officers taken from sources other than the Professional Regulation Commission (PRC).

WHEREAS, a system that the number assigned to a merchant marine officer when he qualifies for the lowest rank of Deck and/or Engineer officership shall be his registration number in subsequent ranks that he has qualified until he reaches the highest rank would, hopefully, make it difficult for person to provide themselves with documents taken from sources other than PRC showing that they are merchant marine officers when in truth and in fact they are not.

WHEREAS, as added security, the number of the marine officer in his registration certificate shall also be the number in his certificate of competency and endorsement to be issued to merchant marine officers in accordance with STCW 78 Convention, as amended in 1995.

WHEREAS, the certificate of registration and certificate of competency shall bear control numbers which shall be the number of the form which are issued/printed in series.

WHEREFORE, the Boards for Marine Deck and Marine Engineer Officers, resolved, as it hereby resolves, to adopt a system of registration where one number shall be used for the registration of every merchant marine officer for all the ranks that said officer has qualified for registration. This number shall be the number in the certificate of registration and certificates of competency that shall be used for all the ranks/grades that he has qualified for registration. Every certificate issued shall likewise have a control number, which shall be pre-printed on said certificate. The registration and issuance of certificates shall be in accordance with the following guidelines:

1. Registration of Deck and Engineer Officers — There shall be a registration of all Master Mariners, Chief Mates, Second Mates and Third Mates and Chief Engineer Officers, Second Engineer Officers, Third Engineer Officers and Fourth Engineer Officers in compliance with the classification of Merchant Marine Officers.

2. Registration on a “First Come First Served Basis” The registration shall be on a "first come first served" basis except the Chairman and Members of the Board appointed under R.A. 8544 who shall be assigned the first five (5) numbers.

3. No Deadline for Registration — There shall be no deadline for the registration of Merchant Marine Officers who have already registered under P.D. No. 97.

4. Assignment of Registration Numbers — All registered Marine Deck Officers and Marine Engineer Officers shall be registered and given registration numbers as follows:
A. Deck Officers

1) The first registrant, except the Chairman and Members of the Board, shall be assigned the number 6. All the rest shall be given the numbers consecutively, as they register regardless of the rank or grade.

B. Engineer Officers

1) The first registrant, except the Chairman and Members of the Board shall be assigned the number 6. All the rest shall be given numbers consecutively as they register regardless of the rank or grade.
5. Identification of Deck Officers by Code/Rank — The registration numbers for Deck Officers shall be preceded by. "D1" for Master Mariner, "D2" for Chief Mate, "D3" for Second Mate and "D4" for Third Mate. The number appended to the letter "D" which shall stand for Deck Officers shall denote the rank of the Marine Deck Officer.

6. Identification of Engineer Officers by Code/Rank —The registration numbers for Engineer Officers shall be preceded by "E1" for Chief Engineer Officer, "E2" for Second Engineer Officer, "E3" for Third Engineer Officer and "E4" for Fourth Engineer Officer. The number appended to the letter "E" which shall stand for Engineer Officers shall denote the rank of the Marine Engineer Officer.

7. Certificate of Competency Bears the Registration/Certificate Number of Marine Officer — The Certificate of Competency which shall be issued to Marine Deck and Engineer Officers shall bear the number of their certificate of registration.

8. Control Number for Certificates — The Certificates of Registration and Competency shall also bear a Control Number which shall be placed on the upper right hand corner of the certificates of registration and competency. The Certificate for every rank for both the Deck and Engineer Officers shall have its own separate Control Numbers which shall be pre-printed on the form certificate in a continuing series, such that each rank shall start with number 1 and so-on.

9. Place of Certificate of Registration Number, One Registrant and Number for Each Officer —The registration number which appears in the Certificate of Registration issued to a Marine Officer shall be placed on the upper left-hand corner of the certificate of competency. The registration number shall remain the same even if the officer has qualified for all ranks that he has qualified and registered. What will be changed is the number, which denotes the rank to which he has qualified for registration.

10. One Registration Number for Each Officer — Every Marine Officer who qualifies to a higher rank and registers for that rank shall be issued certificate of competency for such rank which bears his registration number in his former rank.

11. Fees to be Collected

A. No registration fees shall be collected from registrants who are already registered under P.D. No. 97. However, a replacement fee in the amount of two hundred (P200.00) pesos shall be collected from such registrants to cover the cost of materials and printing of certificate.

B. An initial registration fee of Four Hundred (P400.00) pesos shall be collected from registrants who passed the licensure examinations under R.A. No. 8544 effective October 1998. A professional license fee of five hundred (P500.00) pesos for the issuance of the Certificate of Competency valid for a period of five years shall be collected from registrants.

This Resolution, after approval by the Commission, takes effect fifteen days following its publication in the Official Gazette or newspaper of general circulation whichever comes earlier.
