RANDOM DRUG TESTING FOR PHILRACOM LICENSEES



Please be informed that the Commission in its meeting held on June 14, 2002, after due deliberation, resolved to approve that PHILRACOM licensees shall be subjected to random drug testing, in coordination with the Manila Jockey Club, Inc. and Philippine Racing Club, Inc.  A licensee who has been found positive for any of the prohibited drugs by the National Bureau of Investigation (NBI), Dangerous Drugs Board (DDB), or any other government drug testing center shall be penalized as follows:

1st Offense — His license shall be revoked, until fully rehabilitated and he shall be required to submit a certification from DDB accredited rehabilitation center before he can be re-issued a license.

A permanent revocation of the license shall be imposed for any subsequent similar offense.

This rule shall take effect fifteen days after publication.
