AMENDED RULES AND REGULATIONS AUTHORIZING FURTHER THE INCREASE AND COLLECTION THEREOF OF ADMINISTRATIVE AND REGULATORY/SERVICE FEES



Pursuant to Malacañang Executive Order No. 197 and 218, both series of 2000, as implemented by the Department of Finance-Department of Budget and Management Joint Circular No. 2000-2 all departments, bureaus, commissions, agencies, offices and instrumentalities of the national government, including government owned or controlled corporations, have been directed to revise their fees and charges at just and reasonable rates sufficient to cover the full cost of services rendered.

Corollary thereto, and in order to upgrade the quality of regulatory services and facilities, to meet the inflationary cost thereof and to maintain an efficient and effective performance of essential regulatory functions, the following revised fees are hereby adopted and prescribed pursuant to PCA Board Resolution No. 004-2003, authorizing the increase and collection of Administrative and Regulatory Service Fees.

SECTION 1. Classes Of Fees— The classes of fees refer to existing fees authorized under Administrative Order No. 01 Series of 1993, which are the following:

  1. Registration Fee
  2. Moisture Meter Supervisory Fee
  3. Export Processing Fee
  4. Laboratory Services Fee
  5. Inspection and Supervisory Fee
  6. Other Administrative Fees

SECTION 2. New Rates Of Fees — Upon effectivity of these rules, the revised schedule of rates herein prescribed shall be collected by the Authority.

A. REGISTRATION FEES SHALL BE BASED ON THE AUTHORIZED CAPITALIZATION HEREIN PROVIDED.

For late renewal of registration, a surcharge equivalent to 14% of the renewal fee shall be collected.

* This exemption applies to both initial and renewal registration fees. They are, however, required to register annually for monitoring purposes.

SECTION 3. Repealing Clause. — All provisions of existing rules, regulations, orders and circulars inconsistent with this Order are hereby repealed or modified accordingly.

SECTION 4. Effectivity. — This Order shall take effect fifteen (15) days from publication in a newspaper of general circulation.
