EXEMPTION FROM VERIFICATION REQUIREMENT OF RECRUITMENT AND EMPLOYMENT DOCUMENTS OF LAND-BASED OVERSEAS WORKERS FOR U.S.A., CANADA AND EUROPE



WHEREAS, Section 1, Rule 1, Part III of the Philippine Overseas Employment Administration (POEA) Rules and Regulation Governing the Recruitment and Employment of Land-based Overseas Workers provides for full verification of recruitment and employment documents of foreign principals, employers and projects by the Philippine Overseas Labor Office (POLO);

WHEREAS, Department Order No. 17-02 was issued by Labor Secretary Patricia A. Sto. Tomas on 1 February 2002 to implement this policy on full verification of recruitment and employment documents for overseas employment;

WHEREAS, there are friendly markets that provide better welfare and protection mechanisms for migrant workers, particularly in the United States of America, Canada, and Europe;

WHEREAS, in recognition of this development, it is imperative to amend the existing regulations in conformity with the deregulation thrust of the Department of Labor and Employment, particularly the POEA by exempting from the verification requirement the recruitment and employment documents of landbased workers for United States of America, Canada, and Europe;

NOW, THEREFORE, the POEA Governing Board, in a meeting duly convened, hereby exempts from the verification requirement the recruitment and employment documents of landbased workers for United States of America, Canada, and Europe.
