AMENDMENT TO SECTION 45.0.B



  Please be informed that the Commission in its meeting held on April 25, 2003, after due deliberation, resolved to amend Section 45.0.B of the Horse Racing Rules and Regulations, to wit:
SECTION 45.0.B Does not leave the starting gate (refused to run) within two (2) seconds or more, therefore, compromising or diminishing its CHANCE OF SUCCESS shall be penalized as follows:  

Said horse will be required to pass the barrier trials for vicious horses three (3) consecutive times in order to be eligible to participate in a regular race. 

All succeeding repetitions of viciousness (bad start) shall follow the same pattern of three (3) consecutive good starts. 

There will be no penalty for any late starter if the horse wins the race.

Amending Section 45.0.B will now read as: 

SECTION 45.0.B Does not leave the starting gate (refused to run) within two (2) seconds or more, therefore, compromising or diminishing its CHANCE OF SUCCESS shall be penalized as follows:

1st Offense - Barrier Trial
2nd & Succeeding - 2 Good Start

In case of habitual offenses, the horse will be banned from the races subject to review by the Commission.

This rule shall take effect fifteen (15) days after publication.
