[ MEMORANDUM ORDER NO. 243, December 09, 1994 ]

AMENDING MEMORANDUM ORDER NO. 142 DATED 7 JULY 1993, "RECONSTITUTING THE CABINET CLUSTER SYSTEM AS PROVIDED IN MEMORANDUM ORDER NO. 37 DATED SEPTEMBER 14, 1992"



WHEREAS, the Cabinet Cluster System was reconstituted pursuant to Memorandum Order No. 142 dated 7 July 1993 in order to enhance inter-agency coordination and expedite the implementation of vital inter-agency programs and projects;

WHEREAS, Memorandum Order No. 142 created additional Cabinet Clusters to act on matters not specifically falling within the purview of the existing Cabinet Clusters;

WHEREAS, there is a need to constantly review the clustering system as well as the membership of the Cabinet Clusters in order to make them more responsive to the current developments and priorities of Government;

WHEREAS, Cabinet Cluster G (Energy Cluster) was created under Memorandum Order No. 142 to address the power-related crisis experienced during the latter part of 1993;

WHEREAS, while the power crisis has been resolved, the water situation has to be urgently attended to;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the power vested in me by law, do hereby amend certain provision of Memorandum Order No. 142, to wit:

SECTION 1. The Cabinet Cluster System reconstituted under Section 1 of Memorandum Order No. 142 is hereby further reconstituted, as follows:

  1. Cabinet Cluster G is hereby renamed Water Resources Management Cluster and as such, shall serve as the advisory committee of the President and the Cabinet on all matters relating to water resources management. The Cluster shall be composed of the following:

    1. Secretary of Public Works and Highways - Chairman

    2. Secretary of Environment and Natural Resources - Vice-Chairman

    3. Secretary of Finance

    4. Secretary of Budget and Management

    5. Director-General of the National Economic and Development Authority

    6. Secretary of Science and Technology

    7. Secretary of Energy

    8. Secretary of Agriculture

    9. Secretary of Interior and Local Government

    10. Secretary of Health

    11. Presidential Assistant for the Environment

    12. Administrator, Local Water Utilities Administration

    13. Administrator, Metropolitan Waterworks and Sewerage System

    14. President, National Power Corporation

    15. Administrator, National Irrigation Administration

  2. All energy-and power-related matters and concerns shall fall within the purview of Cabinet-Cluster D which is hereby renamed Physical Infrastructure and Energy Support Cluster. The composition and functions of the Cluster shall remain the same.

SECTION 2. The secretariat support for the Water Resources Management Cluster shall be provided by the National Water Resources Board (NWRB).

SECTION 3. The remaining sections/provisions of Memorandum Order No. 142 not otherwise amended under this Memorandum Order shall remain in full force and effect.

SECTION 4. This Memorandum Order shall take effect immediately.
