[ POEA MEMORANDUM CIRCULAR NO. 21, S. 1997, November 13, 1997 ]

SUPPLEMENTAL ACCREDITATION REQUIREMENT ON THE DEPLOYMENT OF WORKER-TRAINEE TO SOUTH KOREA OTHER THAN KFSB AND INTRA-COMPANY SCHEMES UNDER MC9, SERIES OF 1997



All private recruitment agencies deploying worker trainees to South Korea, through an arrangement other than KFSB and intra-company schemes, can opt to submit an affidavit that shall state, among others, the following undertakings in lieu of item A.2.b.3 of Memorandum Circular No. 9, Series of 1997:

1.         that recruitment agency shall register with the DOLE’s Replacement and Monitoring Center (RMC), as soon as it is put in place, all its deployed trainees for South Korea under this arrangement; or

2.         that the recruitment agency shall enroll all trainees it deploys in the reintegration program of the Filipino Workers Resources Center (FWRC) at the Philippine Overseas Labor Offices (POLO) in South Korea.

Recruitment agencies with principals already accredited shall submit an amended Affidavit of Undertaking reflecting the above undertakings.

This Memorandum Circular shall take effect after fifteen (15) days from publication in a newspaper of general circulation.
