Per recommendation of the DOTC-CAR Regional Director during the 15-16 April 2004 Quarterly Regional Conference of LTFRB and in consultation with various taxi operators, associations and cooperatives, its was determined that the necessity to accept Applications/Petitions for Extension of Validity of Expired Certificate(s) of Public Convenience for Taxi Services in Metro Baguio (BLIST-Baguio City, La Trinidad, Itogon, Sablan and Tuba in the province of Benguet) is valid and justified.  However, only holders of expired CPCs starting from 01 January 1984 to 31 December 2003 shall be qualified to file their Application/ Petition for Extension of Validity, provided, that this privilege shall be limited until 31 December 2004 and provided further, that the total number to be allowed shall not exceed Taxi 100 units.  Petitions/Applications for Dropping and Substitution shall be allowed after the approval of the said Petition/Applications for Extension.

A corresponding penalty amounting to P500 per unit per month shall be collected by LTFRB for such late filing of extension and the original case number shall be retained to avoid circumvention of this additional privilege.

This Department Order supersedes any and all issuances inconsistent herewith.

This Department Order shall take effect fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation or the filing of three (3) copies hereof with the UP Law Center, pursuant to Presidential Circular No. 11, dated 09 October 1992.
