REMINDER: MEMORANDUM, DATED 30 JANUARY 2003 USED CLOTHINGS/OTHER DONATIONS



This is to remind again all concerned of Memorandum dated 30 January 2003, copy attached*, on the rules governing the turn-over/donation by the Bureau of Customs of forfeited/abandoned articles.

Attention is invited particularly to Presidential Memorandum No. 23 and Section 1610 of the TCCP, the Bureau of Customs which provide that used clothing and other donations shall be turned over only/directly to the DSWD, subject to clearance by the Commissioner of Customs, as per existing regulations. Pursuant to said laws, no donations therefore may be turned over/released to beneficiaries other than the DSWD.

Your attention is also invited to the security measure adopted by DSWD, limiting the authority to sign DSWD transactions with BoC to the DSWD Secretary and the Undersecretary/Head of Operations and Capacity Building Group (OCBG).

This reminder is again being issued following reports that of late there have been some violations of said rules. For your guidance and compliance.
