[ SRA SUGAR ORDER NO. 1-A, November 15, 1996 ]

REVISED SUGAR POLICY FOR CROP YEAR 1996-1997



Whereas, Section 3 of Sugar Order No. 1, Series of 1996-1997, dated 28 August 1996, provides that the SRA shall undertake periodic assessments of the 1996-1997 sugar production and on the basis of such assessments, it shall adjust from time to time the percentage distribution of the different classes of sugar;

Whereas, there is a need to allocate part of the current Crop year 1996-1997 production for the Philippine Food Processors’ and Exporters’   Organization (PHILFOODEX) in order to provide cheaper sugar to Philfoodex to enable them to remain competitive in the world market;

Whereas, in view of the foregoing, it is for the national interest that the percentage allocations for the different classes of sugar for Crop year 1996-1997 be revised;

NOW, THEREFORE, under and by virtue of the authority vested in the Sugar Regulatory Administration (SRA), it is hereby ordered that:

SECTION 1. Sugar production beginning 02 December 1996 of the current Crop year 1996-1997, shall be issued weekly quedan-permits by all operating sugar mills in the following classifications and percentages:
“A” or U.S. Quota Sugar               —        15%

“B” or Domestic Sugar                  —        84%

“B-1” or Food Processors’/

Exporters’ Sugar                           —        1%

SECTION 2. The “B-1” or Processors’/Exporters’ sugar Quedan-Permits shall  be issued in a consolidated form, attached thereto the list of producers and their corresponding volumes of sugar produced  in a given week-ending.

Likewise, the “B-1” Quedan-Permits shall be surrendered to the SRA on a weekly basis in order that the Philfoodex may avail of the said quedans in an easy way,  by paying the SRA in behalf of the producers represented therein, the amount equivalent to the landed cost of imported sugar (Tariff  Free) per Lkg.-Bag based on the average prevailing daily world market price computed weekly, plus Fifty Pesos (P50.00) per Lkg.-Bag.

SECTION 3. This Sugar Order shall take effect 02 December 1996.

SECTION 4. Provisions of Sugar Orders, Circular Letters, and/or other rules and regulations contrary to or inconsistent  with this Sugar Order, are hereby amended, modified or revoked accordingly.
