[ POEA GOVERNING BOARD RESOLUTION NO. 06, S. OF 2007, August 09, 2007 ]

RECRUITMENT AND PLACEMENT THROUGH THE INTERNET SHALL BE UNDERTAKEN ONLY BY LICENSED RECRUITMENT AGENCIES AND THEIR AUTHORIZED REPRESENTATIVES



WHEREAS, the Administration is empowered to protect the rights of migrant workers by formulating and implementing a system for promoting and monitoring the overseas employment of Filipino workers, taking into consideration their welfare and domestic manpower requirements;

WHEREAS, with the emerging trend of recruitment and posting of job vacancies through the internet, many internet users succumb to alluring offers of employment abroad;

WHEREAS, victims of illegal recruitment through the internet fall prey to perpetrators after being advised to submit their credentials and deposit money in unknown accounts;

WHEREAS, pursuant to Republic Act No. 8042, otherwise known as the Migrant Workers and Overseas Filipinos Act of 1995, as amended by Republic Act No. 9422, regulatory measures are necessary to curtail illegal recruitment through the internet;

NOW THEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVED, AS IT HEREBY RESOLVES, that recruitment and placement through the internet shall be undertaken only by licensed recruitment agencies and their authorized representatives, under conditions to be determined by the POEA through implementing guidelines that shall govern this Resolution, subject to approval by this Governing Board.
