[ PPA MEMORANDUM CIRCULAR NO. 10-96, February 13, 1996 ]
COLLECTION OF GOVERNMENT SHARE FROM PILOTAGE SERVICES
From the monthly remittance reports of PMOs, it has been observed that collection of the ten (10%) percent government share from pilots/pilots' associations is often delayed and adversely affected by the large amount of receivables from shipping.
Inasmuch as said 10% government share is based on billings which have already been realized by pilots, all PDOs/PMOs are hereby directed to intensify collection efforts and to extend assistance to the pilots' associations in their collection of receivables from shipping agents/vessel owners. Further, as prescribed in PPA Administrative Order No. 15-95, the PMO should ensure that said share shall be based on pilotage fees charged for the conduct of both regular and other related special pilotage services, which are as specified in Section 15 of PPA Administrative Order No. 03-85.
The PMOs are also directed to discuss this matter with pilots and shipping clients in the regular PMAC meetings and to closely monitor results in order to maximize the government share of the Authority.
