REVISED SCHEDULE OF BUILDING PERMIT FEES



Since the effectivity of the Code in February 19, 1977, the fees charged for services rendered in connection with the processing and issuance of permits have remained unchanged.  It will be noted that the basis of the fees then, was the assumed cost of building construction in 1977 at P1,000.00 per square meter in Metro Manila (Section 4 Rule III, IRR PD 1096).  As such, the minimum fee per square meter in Metro Manila was pegged at P100.  To date, the cost of construction has risen from P4,000 to even P10,000 per square meter or an increase of more than 300%.  The need to revise the building permit fees after fifteen years to improve the services and facilities for the convenience of the public is therefore long overdue.  A 100% increase is deemed reasonable and fair as it will increase the minimum fee from P100 to only P200 per square meter in Metro Manila and correspondingly less in second class cities and municipalities.

Pursuant to Section 203, Subsection (4) of PD 1096 which authorizes the Secretary to prescribe and fix the amount of fees and other charges that the Building Official shall collect in connection with the performance of his regulatory functions, the schedule of Building Permit Fees following the 100% increase, is hereby revised as hereto shown below.
