INCREASE IN THE AUTHORIZED NUMBER OF HARBOR PILOT POSITIONS IN ALL PILOTAGE DISTRICTS

Scope

This Order shall apply to all twenty-four (24) pilotage districts in the country as provided for in Section 6 of PPA Administrative Order No. 03-85.

Purpose

To meet present and expected future demand for pilotage services due to continued growth in shipping traffic.

Guidelines

Section 7 of PPA Administrative Order No. 03-85, "Rules and Regulations Governing Pilotage Services, The Conduct of Pilots and Pilotage Fees in Philippine Ports", is hereby amended by increasing the maximum number of harbor pilot positions in all pilotage districts. As such, said Section shall now read as follows:
"SECTION 7. Authorized Number of Pilot Positions in the Pilotage District. — The General Manager of the Authority may increase or decrease the authorized number of pilots in a pilotage district considering the needs of the service; provided, that the minimum number of pilots in each district shall not be less than five (5) and the maximum shall not be more than the number stated as follows:

1. Manila Pilotage District — 37 pilots

2. Cebu Pilotage District — 17 pilots

3. Davao Pilotage District — 15 pilots

4. Tacloban Pilotage District — 12 pilots

5. Bicol Region Pilotage District — 9 pilots

6. Iloilo Pilotage District — 8 pilots

7. Zamboanga Pilotage District — 8 pilots

8. Batangas Pilotage District — 9 pilots

9. Dumaguete Pilotage District — 6 pilots

10. Maasin-Surigao Pilotage District — 8 pilots

11. Masao Pilotage District — 6 pilots

12. Iligan Pilotage District — 6 pilots

13. Masinloc-Sta. Cruz Pilotage District — 5 pilots

14. Aparri Pilotage District — 5 pilots

15. Cagayan de Oro Pilotage District — 6 pilots

16. San Fernando Pilotage District — 5 pilots

17. Siain-Hondagua & Casiguran Pilotage District — 5 pilots

18. Catbalogan Pilotage District — 5 pilots

19. Tagbilaran Pilotage District — 5 pilots

20. Jolo Pilotage District — 5 pilots

21. Pulupandan Pilotage District —5 pilots

22. General Santos (Dadiangas) Pilotage District — 6 pilots

23. Puerto Princesa Pilotage District —5 pilots

24. Polloc Pilotage District — 5 pilots

The appointment of harbor pilots shall be effected by the Authority, through the General Manager, upon determination of the need to fill the vacancy based on, among others, the following factors:

a) The shipping traffic trend in relation to the existing number of harbor pilots;

b) The degree of promptness of the pilots in rendering service and major factors involved in any downtime in the conduct of pilotage service;

c) The schedule/shifting/leaves of harbor pilots and their physical ability to cope with present and future service demand;

d) Port infrastructure and shipping developments within the whole pilotage district;

e) Views of shipping lines and pilot association."

Repealing Clause

Any PPA issuance inconsistent herewith is hereby amended or modified.

Effectivity

This Order shall take effect fifteen (15) days after its publication in a newspaper of general circulation and/or in the Official Gazette.
