WORKER-APPLICANTS WHO CHANGE THEIR IDENTITY



The Administration enlists the support of both the private industry and NGOs to prevent welfare problems arising from the worker’s change of identity, particularly in the passport.

Licensed agencies should exert extra effort to establish the true identity of workers before hiring them.  Those workers determined to have changed their identity in order to circumvent host country laws should not be hired at all due to the potential welfare problems they may experience.  Agencies found in collusion with such workers shall be equally liable for appropriate  sanctions according to POEA rules and regulations.

Industry associations and non-government organizations (NGOs) conducting PDO are enjoined to report immediately to the POEA cases of identity change for watchlisting of the workers concerned.  No PDOS certificates should be issued in such instances.
