GUIDELINES ON CONTINUING PROFESSIONAL EDUCATION (CPE) FOR CIVIL ENGINEERS



Pursuant to Section 4 of Republic Act No. 544, otherwise known as the Civil Engineering Law and Section 6 of PD No. 223 the Board hereby adopts the following Guidelines of Continuing Professional Education Program for Civil Engineers in the Philippines.

Objectives

1.  To enhance the professional growth and well being of Civil Engineers in both government and private sectors;

2.  To stimulate self-improvement, update technical knowledge and skills so they will be abreast with the times;

3.  To effect technology transfer from consultants, experts and specialists to Civil Engineers in the pursuit of their professions; and

4.  To broaden the practitioner’s horizon and help his acquire self-confidence and awareness of his professional responsibilities.

I
Continuing Professional Education Committee (CPEC) for Civil Engineers:

A. Composition: — There shall be a Continuing Professional Education Committee composed of a Chairman and two (2) members.  The incumbent members of the Board of Civil Engineering shall serve as Adviser/Consultant of the Committee.

B. Tenure — The Chairman and Members of the Continuing Professional Education Committee shall be appointed by the PICE Board of Directors subject to the concurrence by the Members of the Board of Civil Engineering, for a term of one (1) year or until their successors shall have been appointed and qualified.  Appointment to a vacant position shall be for the unexpired term only.

C. General Functions: —

1.  To formulate program guidelines for Continuing Professional Education;

2.  To prepare PICE's program/activities for Continuing Professional Education;

3.  To monitor and periodically assess program implementation;

4.  To evaluate and recommend for approval by the Board of Civil Engineering the accredited programs/seminars/activities and/or technical meetings conducted by the National Organization (PICE), chapters, affiliate organizations, government or private entities and to submit the names of the participants for the records of the Board;

5.  To review and revise guidelines for Continuing Professional Education Program every year if necessary;

6.  To evaluate documents and recommend to the Board of Civil Engineering the issuance of Certificate of Recognition in any branches of Civil Engineering.

D. Other Specific Functions

1.  To encourage compliance of the CPE Program thru the PICE Chapters and Affiliate Associations:

2.  To screen and evaluate applications for accreditation;

3.  To certify that the applicant has satisfactorily complied with the PRC requirements for a Continuing Professional Education Program;

4.  To report monthly to the Board on the progress of the program; and

5.  To promulgate rules and regulations on the accreditation requirements of the applicant regarding kind of experience, position, background and other aspects.

E. Meetings

1.  Regular — Second Tuesday of every month at such time and place to be determined by the Chairman of the Committee on CPE.

2.  Special — May be called by the Chairman or upon the request of any member of the Committee on CPE provided the Chairman concurs with the need of such a special meeting.

F. Expenses

The Committee may maintain a staff and office headed by the National Administrative Officer to administer its functions and may charge reasonable fees, for the accreditation of programs/activities as well as for the certification of CPE credit units.

Accredited Activities/Programs

A. Coverage: — Activities and programs that may be accredited for CPE are the following:

1.       Officers/Directors of National PICE for the year(s).

2.       Technical meetings — All technical conventions/symposia/seminars, Workshops accredited by the Committee, PICE Technical Committee., Company In-Service Training/Apprenticeship, Organized Technical Field Trips.

3.       Facilitators/Moderators/ Panelists Expertise Lecturers, Resource Speakers

4.       College Professors/Instructors/Lecturers

5.       Organizers of Technical Seminars, Field Trips, Conventions, etc.

6.       Authors of books, authors of articles, technical papers, Magazines

7.       Self-instructional Programs/ Materials — All CPE activities/programs shall be fully substantiated with pertinent supporting documents.

III
Exemptions to the CPE requirements

A. A Civil Engineer who has reached the age of 60 and above.

B. An incumbent or former top government official of at least Bureau Director level, or equivalent ranking position in the private sector, or former and incumbent members of the Civil Engineering Board.

C. A practitioner undergoing post-doctoral studies during a specified period.

D. A Civil Engineer-Practitioner who is working outside the Philippines.

IV
Method of Evaluation and Credit Units

A. Basic requirements

1.       PRC requires that a registered Civil Engineer shall renew his license once every three (3) years.

2.       As a condition precedent to the above, he/she shall first secure from PICE’s Continuing Professional Education Committee a certificate that he has complied with PRC's requirements for CPE.

3.       A duly registered Civil Engineer attending Technical meetings/ programs conducted by the PICE chapters or any affiliate association or government/private entity shall be given the corresponding credit units if such meetings and programs are accredited by the CPE Committee.

B. The credit units and supporting documents to be submitted for each several accredited activities/programs shall be as follows:

Credit hours in excess of the above minimum requirement shall not be carried over to the next 3 year period.

V
Sundry Provisions

1.  Holder of MS and PhD degrees at the time the CPE programs/activities will be implemented shall be given the following credit units:

MS    -           60 credit units or one (1) registration term

PhD  -           120 credit units or two (2) registration terms

Provided, however, that this shall be availed of within three (3) years after the effectivity of these programs/activities.

2.  The following credit units shall be earned prior to renewal of license and shall apply during the initial period of implementation.

VI
Effectivity

These Rules shall take effect upon approval hereof by the Commission and after fifteen (15) days following the completion of its publication in the Official Gazette.
