REVISED GUIDELINES FOR THE ACCREDITATION OF SWINE BREEDER FARMS



WHEREAS, the DA is implementing the Ginintuang Masaganang Ani-Livestock Program (GMA-LP) to accelerate livestock development and contribute to the objectives of food security, increased farmers' income and people empowerment.

WHEREAS, a major component of the GMA-LP is the Genetic Improvement Program aimed at accelerating the production and distribution of genetically superior animals and genetic materials;

WHEREAS, in order to assure the distribution of quality genetics it is necessary that farms which are the sources of certified quality breeder stocks are duly accredited and promoted as sources of swine breeders;

WHEREAS, in January 31, 2003, the Swine Breeder Farms Accreditation Program was officially launched and fourteen breeder farms were accredited;

WHEREAS, during the implementation of the program, the Swine Accreditation Board (SAB) has recognized the role of the multiplier farms (GP) as franchise holder of accredited nucleus farm (GGP);

WHEREAS, in January 21, 2005, the Swine Accreditation Board and the Technical Working Group convened and found merit in rationalizing the accreditation fee of multiplier farms to twenty five thousand pesos (P25,000.00);

NOW, THEREFORE, I, DOMINGO F. PANGANIBAN, Secretary of Agriculture, do hereby order the revision of A.O. No. 14 series of 2002 and that revision should be reflected in the "The Implementing Guidelines" on the Accreditation of Swine Breeder Farms.

This Order shall take effect immediately and supersedes A.O. No. 14 series of 2002 and shall supersede other issuances related to the Accreditation of Swine Breeder Farms.

ANNEX 1

Implementing Guidelines on the Accreditation of Swine Breeder Farms

The following guidelines shall govern the accreditation of Swine Breeder Farms

OBJECTIVES

    1. To identify, accredit and promote swine farms with quality genetics and improved breeder stock, and

    2. To sustain the advanced status of the swine industry by ensuring the availability and distribution of good quality breeder stock particularly among backyard farmers.

CRITERIA FOR ACCREDITATION

1. Legal Requirement

The swine farm must be a registered business entity with permit to operate

2. Technical Requirements

The swine farm (s) must have:

    a. Facilities for testing and identification of genetically superior pigs.

     

    Testing pen (minimum of 25 test pens with 1-5 animals per pen)
    Backfat tester or lean meter

    b. Records specifying lineage of the animals (lines/strains used), average daily gain and feed conversion ratio

    c. Pedigree and a certification that the animals sold are free of Foot and Mouth Disease and Hog Cholera

    d. The farms should maintain the following minimum number of breeder animals per breed:

     

    - Female - 50 head
    - Male - 10 head

    e. For multiplier farms producing crossbred pigs, the farm should source their stocks from accredited purebred producers or franchise holders of reputable hybrids

ORGANIZATION/MANAGEMENT/GOVERNMENT SUPPORT

Pursuant to Administrative Order No. 22 series of 2000, a 5-man Swine Accreditation Board (SAB) supported by a Technical Working Committee (TWC) represented predominantly from the swine industry sector be responsible for the accreditation of the swine breeder farms. The SAB shall provide the policy, over-all direction and issue the accreditation certificate upon the recommendation of the TWC. The TWC shall be responsible for the actual evaluation of breeder farms and recommend measures/amendments on the criteria and procedures of accreditation as may be necessary provided that all amendments must be approved by SAB.

PROCEDURES FOR ACCREDITATION

The procedures for accreditation shall consist of:

    1. Submission of an accomplished application Form (attached) to the Bureau of Animal Industry (BAI) with the original copy of the legal requirements as above

    2. Evaluation of the application

    3. Farm visit and evaluation by the Team composed of BAI and Industry representative

    4. Recommendation to the BAI Director

    5. Approval or/ Disapproval

FEES

Accreditation fee shall include:

    1. Non-refundable Application Fee of five hundred pesos (500.00)

    2. Accreditation Fee

     

    Nucleus Farm (Great Grand Parents) - Fifty thousand pesos (P50,000.00)
    Multiplier Farm (Grand Parents )

     

    Independent Multiplier Farm - Fifty thousand pesos (P50,000.00)
    Franchise holder of reputable hybrid - Fifty thousand pesos (P50,000.00)
    Franchise holder of nucleus farm - Twenty five thousand pesos (P25,000.00)

    3. Renewal fee of the same amount after two years

FUNDING SUPPORT :

The Livestock Development Council (LDC) provided a Seed Fund of One Million Pesos (P1,000,000.00) to the BAI in carrying out the activities of SBFAP. A Memorandum of Agreement was executed between the BAI and LDC. Subsequent funding requirements shall be drawn from the proceeds of application and accreditation fees deposited under the Philippine Livestock Promotion Fund (RA 1578) for the continuity of the program.

MONITORING:

The Livestock Development Council shall promote, monitor and evaluate the Swine Breeder Farms Accreditation Program.
