TEMPORARY BAN ON THE IMPORTATION OF FMD-SUSCEPTIBLE ANIMALS, THEIR PRODUCTS AND BY-PRODUCTS, FRESH FROZEN PRODUCTS ORIGINATING FROM MONGOLIA



WHEREAS, based on the report submitted by the Dr. Ravdan Sanjaatogtokh, Director, State Veterinary Services, Ministry of Food and Agriculture, Ulaanbaatar to the Office International des Epizooties last 18 August 2005, there is an outbreak of Foot and Mouth Disease (FMD) virus type A in Mongolia;

WHEREAS, the FMD outbreak was in Dornod province, Bayantumen country, in the eastern part of the country;

WHEREAS, there is a need to prevent the entry of importation of FMD-susceptible animals, their products and by-products, and fresh frozen products originating from Mongolia;

NOW, THEREFORE, I, DOMINGO F. PANGANIBAN, Secretary of Agriculture, by the powers vested in me by law, do hereby institute the following emergency measures:

    1. Banning the importation of FMD-susceptible animals, their products and by-products, and fresh frozen products originating from Mongolia;

    2. Immediate suspension of the processing, evaluation and issuance of Veterinary Quarantine Clearance/International Veterinary Certificate/Import Permit for applications relevant to the importation of the above-stated commodities from Mongolia by the Bureau of Animal Industry;

    3. Stoppage and confiscation of all shipments of FMD-susceptible animals, their products and by-products, and fresh frozen products into the country originating from Mongolia by all DA Quarantine Officers/Inspectors at all major sea/air ports.

This Order shall take effect immediately.
