[ LTO MEMORANDUM, November 19, 1992 ]

IMPLEMENTATION OF MEMORANDUM CIRCULAR NO. 91-007 DATED MAY 15, 1991 ISSUED BY THE LAND TRANSPORTATION FRANCHISING AND REGULATORY BOARD



The Land Transportation Franchising and Regulatory Board issued a directive in response to the clamor of both the riding public and bus operators to provide flexibility in bus operation by allowing authorized units of operators on particular routes to divert operation of said units to other authorized lines of the same operator, without totally abandoning service in the original routes, in order to meet the demand of the riding public on routes that are temporarily inadequately served by transport facilities, copy of which is hereto attached (see below) for ready reference and guidance.

In view thereof, you are hereby directed to instruct all patrol officers/law enforcers under your command to refrain from apprehending buses which are merely availing of the privilege under the said Memorandum Circular which does not prohibit operators to avail themselves of the said privilege during ordinary days or holidays.

However, buses found operating outside line, i.e. those diverting operation from authorized routes to lines that are not authorized in the operator’s franchises shall, as usual, be subject to apprehension and the imposition of the corresponding fines/penalties.
