[ PRC BOARD OF FISHERIES RESOLUTION NO. 05, S. OF 2007, October 03, 2007 ]

AMENDING BOARD RESOLUTION NO. 08, SERIES OF 2006, A MODIFICATION OF SECTION 37, ARTICLE V OF BOARD RESOLUTION NO. 01, SERIES OF 2002, KNOWN AS THE “RULES AND REGULATIONS IMPLEMENTING PRC RESOLUTION NO. 2000-664, AS AMENDED”



WHEREAS, Sec. 37, Article V of Board Res. No. 01, Series of 2002, known as the “Rules and Regulations Implementing PRC Resolution 2000-664, as Amended”, states, to wit: “SEC. 37. Period for Registration as Fisheries Technologist without Examination - All applications for registration without examination as Fisheries Technologists shall be filed in the Central and Regional Offices of the Commission not later than December 31, 2005. Anybody who failed to  file his application for registration as Fisheries Technologist without examination on or before December 31, 2005 and who wishes to become a registered and licensed Fisheries Technologist must take the licensure examination given by the Board of Fisheries;” (Italics supplied)

WHEREAS, Board Res. No. 08, Series of 2006 amended the aforementioned Sec. 37 by allowing the “filing of application for registration as Fisheries Technologist without examination on or before December 200(5)6”;

WHEREAS, many fisheries professionals who are employed in the government or private sector have not been registered after the deadline in the Board Resolution No. 01, Series of 2006;

WHEREAS, the Mindanao State University System, particularly from Naawan, Misamis Oriental, Marawi City and General Santos City, have requested the Board to extend the deadline in the filing of applications of fisheries technologist for registration without examination up to December 31, 2007;

WHEREAS, the said institution’s requests prompted the Board in its meeting on June 5, 2007 to discuss thoroughly the provision of Section 37 finding out that about 700 have availed themselves of the “Grandfather Clause” and that there are many more qualified fisheries professionals who can be registered as Fisheries Technologists without examination;

WHEREAS, the Board, after consultations with concerned organizations of fisheries technologists (registered or not), has drafted a bill being reviewed by the Professional Regulation Commission prior to submission thereof to Congress for enactment into the “Philippine Fisheries Professional Act”;

WHEREAS, notwithstanding inclusion of a provision on “Grandfather Clause” in such bill, this new extension will pave the way for registration thereunder by those who may not yet enjoy this prerogative prior to the passage thereof; and

WHEREAS, having considered the merits for the grant of such requests, the Board decided to move for the amendment of the aforequoted Sec. 37.

NOW, THEREFORE, the Board resolves, as it is hereby resolved, to amend Board Resolution No. 08, Series of 2006 by modifying Sec. 37, Article V of Board Res. No. 01, Series of 2002, which shall not read, to wit:

“SEC. 37. Period for Registration as Fisheries Technologist without Examination - All applications for registration without examination as Fisheries Technologists shall be filed in the Central and Regional Offices of the Commission not later than December 31, 2008. Anybody who failed to file his application for registration as Fisheries Technologist without examination on or before December 31, 2008 and who wishes to become a registered and licensed Fisheries Technologist must take the Board licensure examination for Fisheries Technologists.” (Italics supplied)

This resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette, or in any newspaper of general circulation in the Philippines.

Let copies hereof be furnished to the Department of Agriculture and other government and private agencies where qualified applicants are connected with, for dissemination to all concerned.
