[ PRC BOARD FOR LIBRARIANS RESOLUTION NO. 07, S. OF 2006, September 13, 2006 ]
PRESCRIPTION AND ADOPTION OF THE SYLLABI OR THE TERMS OF SPECIFICATIONS FOR THE SUBJECTS IN THE LICENSURE EXAMINATION FOR LIBRARIANS
WHEREAS, Sec. 3 (a), Article I of R.A. No. 9246, known as the “Philippine Librarianship Act of 2003”, and Sec. (3), Rule I of Res. No. 05, Series of 2004, known as “The IRR of the Philippine Librarianship Act of 2004”, states, to wit: “Sec.3. Objectives - This Act shall govern the following: (a) National examination for licensure, registration of librarians, issuance of Certificate of Registration and Professional Identification Card”;
WHEREAS, Sec. 8 (k), Article II of the same law and Sec. 16, Rule III of the same IRR empower the Board “to prepare, adopt, issue or amend the syllabi or terms of specification of subjects for the librarian licensure examination consistent with the policies and standards set by the CHED”;
WHEREAS, Sec. 16, Article III of the same law and Sec. 16 Rule III of the same IRR specify the scope of the examination and authorize the Board “to modify or add to the subjects covered in the examination as the needs and demands in the library profession may require”;
WHEREAS, the Board issued Resolution No. 06 Series of 2004, assigning the percentage weights for the subjects in Sec. 16 Article III of R.A. 9246;
WHEREAS, since May 2005, the Board had conducted a series of dialogues with the academe to disseminate the contents of CHED Memorandum Order No. 8, series of 2005 on the Policies and Standards for Bachelor of Library and Information Science (BLIS) Program with adopted syllabi or terms of specifications for the subjects thereof; and
WHEREAS, thereafter, the Board had consulted with the Philippine Association of Teachers of Library and Information Science for the adoption of the syllabi or terms of specifications for the subjects in the licensure examination for librarians prior to the participants’ favorable endorsement thereof to the Board during the consultation on July 14, 2006 at the Pamantasan ng Lungsod ng Maynila;
NOW, THEREFORE, the Board resolves, as it is hereby resolved, to prescribe, adopt, and promulgate the “Syllabi or Terms of Specifications for the Subjects in the Licensure Examination for Librarians” appended and marked as “Annex A”* and made an integral part of this Resolution;
The herein Syllabi or Terms of Specifications adopted herein shall be implemented for the November 2006 and subsequent Licensure Examination/s for Librarians.
This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette or in a newspaper of general circulation in the Philippines.
Let copy of this Resolution be circularized through the schools/colleges/universities offering the librarianship course to the concerned users thereof for their information and guidance.
