[ PRC BOARD FOR LIBRARIANS RESOLUTION NO. 12, S. OF 2006, December 14, 2006 ]

ACCEPTING CERTIFICATES OF COMPLETION OF THE CRASH PROGRAM AS COMPLIANCE WITH SECTION 19, (REGISTRATION WITHOUT EXAMINATION AS LIBRARIAN), ARTICLE III OF REPUBLIC ACT NO. 9246 MAKING THE HOLDER THEREOF ELIGIBLE AS LIBRARIANS IN GOVERNMENT LIBRARIES (NATIONAL GOVERNMENT AGENCIES AND LOCAL GOVERNMENT UNITS) AS MANDATED BY SEC. 31, ARTICLE IV THEREOF, IN LIBRARIES OF SCHOOLS, COLLEGES AND UNIVERSITIES (PUBLIC AND PRIVATE), AND IN LIBRARIES OF FIRMS, COMPANIES OR CORPORATIONS AND FOR OTHER PURPOSES



WHEREAS, Sec. 31, Art. IV of R.A. No. 9246, known as the “Philippine Librarianship Act of 2003”, provides that “only qualified and licensed librarians shall be employed as librarians in the government libraries. Local government units shall be given a period of (3) three years from the approval of R.A. No. 9246 on February 19, 2004 to comply with this provision”;

WHEREAS, the Board has conducted a series of consultative meetings with the academe through the officers of the Philippine Association of Teachers of Library and Information Science (PATLS), the officers and members of the Philippine League of Public Librarians (PLPL), the officers of the Philippine Librarians Association, Inc. (PLAI); and the deans and faculties of the UP Institute of Library Science (UPILS), Philippine Normal University, Manuel L. Quezon University, University of the East, University of Santo Tomas, Technological University of the Philippines and other schools and colleges for the purpose of preparing a crash program for the non qualified librarians in government offices and other librarians who may be interested to avail themselves of the benefit granted under Sec. 19 (Registration without Examination), Art. III of R.A. No. 9246;

WHEREAS, during the consultative meetings, it was found out that several employees who are not qualified and licensed librarians assigned in government libraries (national government agencies and local government units), school, college and university libraries (public and private), and company or corporate institution libraries could not comply with the foregoing Section 19 due to deficiency of 18 units in library science;

WHEREAS, the completion of the crash program will enable the non-registered and non-licensed librarians to qualify for registration without examination under the said Sec. 19, and

WHEREAS, those who will be registered without examination under Sec. 19 can be employed in government libraries (national government agencies and local government units) and, accordingly, the local government units will be able to comply with Sec. 31 by employing only those who are qualified, registered and licensed librarians;

NOW, THEREFORE, the Board resolves, as it is hereby resolved, to accept the certificates of completion of the crash program course to be offered and administered by a school, college or university recognized by the Government whose course/program in Library Science is duly approved/accredited by the Commission on Higher Education (CHED), issued to the successful participants therein, as compliance with one of the requirements under Sec. 19. Art. III of R.A. No. 9246.

FURTHER, resolved that the course of study and terms of specifications or syllabi for the crash program shall be in accordance with Annex “A”* appended to this Resolution and made an integral part hereof;

ALSO, resolved that the crash program be first approved and accredited by the Commission on Higher Education (CHED);

FINALLY, resolved that the school, college, or university offering and administering the crash program shall furnish the Professional Regulatory Board for Librarians the list of successful participants therein within thirty (30) days from the end of the course.

This Resolution shall take effect after fifteen (15) days from its publication in the Official Gazette or in a newspaper of general circulation in the Philippines.
