[ PRC BOARD OF MEDICINE RESOLUTION NO. 232, August 09, 1990 ]

COMPUTERIZED CORRECTION OF MEDICAL BOARD EXAMINATION



WHEREAS, the present method of correction of examination papers is time consuming, requiring about a minute, more or less, for every examination paper and about 3 to 4 months to finish the correction of all the examinees’ papers as well as the correction being subject to human error;

WHEREAS, the Board of Medicine receives numerous complaints from examinees and/or parents about alleged "fixers" and/or "inside persons" preying on them which is fostered by the interminable wait for the examination results;

WHEREAS, in the correction we discover "marked papers" which make us suspect existence of anomalies;

WHEREAS, examination papers were stored for a period of 3 to 4 months in a "secured" area, yet remain vulnerable to "tampering" by scrupulous persons;

WHEREAS, the Board of Medicine is duty bound to preserve the integrity of the Professional Regulation Commission and the Board of Medicine in particular;

NOW, THEREFORE, we the members of the Board of Medicine, cognizant of these prevailing conditions, propose to minimize, if not completely eliminate anomalies, cut down work hours from error prone manual examination correction and enhance the integrity of the Professional Regulation Commission by computerizing the process of examination correction.

Seeking assistance from the computer center of the Technology Livelihood Research Center (TLRC), a fully computerized correction system was studied, designed, tested, and demonstrated to the PRC and ascertained to be accurate and reliable. The computerized correction would take approximately three days for 2500 examinees.

WE, NOW THEREFORE, pray and request the Professional Regulation Commission to approve this project.

RESOLVED, that, if so approved by the Professional Regulation Commission this resolution shall be effective starting with the examination scheduled for August, 1990.
