[ MIA MEMORANDUM CIRCULAR NO. 65-A, December 10, 1992 ]

AMENDMENT TO MC 65 ON MINIMUM SERVICE STANDARDS FOR PHILIPPINE REGISTRATION OF INTERISLAND PASSENGER VESSELS



Please be informed that the Maritime Industry Board in its meeting on 10 December 1992 has approved the herein amendment to MC No. 65 which has set the minimum service standards for Philippine Registered Interisland Passenger Vessels.

I
Requirements


All owners/operators of interisland passenger service covered by MC 65 are hereby required:

1. To observe strictly the minimum service standard set under MC 65. The requirement/specification for the width of all gangplanks, shall not be less than 3.28 feet (1 meter).

2. To submit their vessels for classification/categorization in accordance with MC No. 65 and to inform MARINA, in writing, about the types of accommodation offered by them per vessel within 15 days from the issuance of CPC/PA/SP for vessels which are yet to be issued said certificate;

3. To advise MARINA, in writing, of any desire to have a vessel reclassified/recategorized as herein contemplated. In this case, MARINA shall issue a permit for the reclassification/recategorization if warranted.

4. To procure a certificate of compliance thereof, duly accomplished inspection report form, and a sticker bearing the MARINA insignia, which shall all serve as proofs of classification/categorization of the accommodation offered by them pursuant to MC No. 65. Copies of said certificate and inspection report shall be in the possession of the ship captain who shall make the same available for inspection at anytime; whereas, the sticker shall be posted in areas designated by the MARINA inspection team.

5. To affix a poster bearing the minimum requirements/amenities expected for each accommodation in three (3) conspicuous places in the vessel. The poster shall measure 75 cm x 150 cm and will indicate the complete address, telephone and facsimile numbers of MARINA, with the information that any person may report whatever violations are committed relative hereto directly to MARINA in the above address.

6. To designate area/areas for accommodation of disabled persons in accordance with Batas Pambansa No. 344 including provision for necessary facilities and/or amenities of the same.

7. To designate crew and land based personnel as accessibility coordinators and submit their names to the MARINA and National Council for the Welfare of Disabled Person (NCWDP).

Sanctions


Violations of the above requirements shall be fined and penalized under MC 50-A.

Saving Clause


All existing MARINA Memorandum Circulars not inconsistent herewith shall remain in full force and effect.

IV
Effectivity


This Memorandum Circular shall take effect fifteen (15) days after its publication once in the Official Gazette of newspaper of general circulation.
