POLICY DECISIONS ON THE ASSUMPTION OF PAYMENTS FROM JUNE 1997 AND DOWN



RESOLVED, to APPROVE the proposed Policy Decisions on the Assumption of Payments from June 1997 and down, as follows:

1. For service periods covering June 1986 and below

Premiums for life and social insurance both PS and GS of members with permanent employment whether in the national, local or GOCCs, for services with monthly compensation shall be reflected as paid and remitted except the following:

- Members of the Judiciary and the Commissioners of the Commission on Elections, Commission on Audit and Civil Service Commission where only premiums for life insurance are to be reflected as paid under the scheduled rates of percentages of the members' monthly compensation of 3% representing personal share and 3% government share. 

- Uniformed personnel of the AFP and attached agencies where only premiums for life insurance are to be reflected as paid under the scheduled rates of the members' monthly compensation of 5% representing personal share and 0% for government share. 

- For periods with leaves of absence without pay and those services with temporary, contractual and casual status, premiums shall not be reflected as paid and remitted to the System, unless proof of payment is presented.

2. For periods covering July 1986 to June 1997

Premiums/contributions due for life and social insurance of members with permanent employment for services rendered with monthly compensation during the covered period corresponding to the government share of National Government agencies, the remittance of which is the responsibility of the DBM shall be reflected as fully paid and remitted except those periods reconciled with DBM to have outstanding or unpaid premiums/contributions and except those members of the Judiciary, Commissioners of the Constitutional Commission, uniformed personnel of the AFP, and uniformed personnel of the PNP with respect to periods between 1 February 1996 to 24 June 1997 in which case the following assumption of payments shall be reflected:

- For members of the Judiciary and commissioners of the Constitutional Commissions, only the mandated premiums for life insurance shall be reflected as paid. 

- For the uniformed members of the AFP, only the mandated premiums for life insurance shall be reflected as paid. 

- For the uniformed members of the PNP, the assumption of payment of government share for life and social insurance premiums shall cover only up to 31 January 1996.

Premiums/contributions for both PS and GS of members with permanent employment in LGUs for services rendered during the covered period, the remittance of which is the responsibility of the DBM, shall be reflected as paid and remitted except for those periods reconciled with DBM to have outstanding or unpaid premiums/contributions.

Premiums/contributions for both PS and/or GS of members with permanent employment in all government agencies whether national of GOCCs which directly remit said premiums/contributions to GSIS shall be reflected as paid and remitted during the covered period except for those periods where outstanding premiums are reflected in the books of accounts of the GSIS operating units concerned or acknowledged by the agencies concerned as an outstanding account.

For periods with leaves of absence without pay and those services with temporary, contractual and casual status, premiums shall not be reflected as paid and remitted to the System, unless proof of payment is presented.

It is understood that henceforth, no assumption of payments shall be made and only payments of premiums actually received and posted to the account of the member concerned shall be entertained.

The appropriate office order operationalizing the policies shall hereinafter be issued.
