AMENDMENT TO ADMINISTRATIVE ORDER NO. 104-A, S. 2000 ON THE "REVISED 2000 SCHEDULE OF FEES AND CHARGES FOR CORRESPONDING SERVICES RENDERED BY THE BUREAU OF LICENSING AND REGULATION, BUREAU OF RESEARCH AND LABORATORIES BUREAU OF FOOD AND DRUGS AND NATIONAL QUARANTINE OFFICE"



I. Rationale

Administrative Order No. 104-A 2000 dated August 21, 2000 Revised the Schedule of Fees and Charges for corresponding services rendered by regulatory cluster offices within the Department of Health, which include the Bureau of Quarantine" formerly known as the National Quarantine Office (NQO).

In relation to this, a study was conducted by the Bureau of Quarantine to review and upgrade rates and charges relative to the services it render. Result of the study (see Annex A*  for summary table) revealed the present fee collected for yellow fever (YF) vaccination is way below the actual cost incurred to procure and administer said vaccines, such that necessary adjustment as to overhead cost in supplies, freight, delivery, insurance charges and prevailing exchange rate were considered. This is in line with Executive Order (E.O.) No. 197 dated January 13, 2000, that persons receiving services for which charges are imposed are made to share the burden of expenses incurred by the Government.

The passage of the Quarantine Act of 2004 (R.A. 9271) and the Implementing Rules and Regulations (A.O. 186 s. 2004) wherein it is authorized to utilize at least fifty percent (50%) of its income to augment the requirement of the bureau expenditure, the increase in yellow fever vaccination fee shall however, be used foremost to procure vaccines and maintain a supply stocks to avert any shortages that may arise. In addition, these revenues shall also be used to defray operating cost and improve the quality of services being rendered to our clientele.

II. Objective:

This Administrative Order prescribes to set the maximum allowable increase for yellow fever vaccination fee by the Bureau of Quarantine stations in Manila, Cebu and Davao, which are W.H.O., recognized YF vaccination centers in the country.

III. Scope and Coverage:

The increase in the schedule of fees and charges for yellow fever vaccination shall apply to all travelers, seamen, overseas Filipino workers, including government or police/military personnel who need the yellow fever vaccine for deployment or travel abroad.

IV. Amended Maximum Allowable Yellow Fever Vaccination Fees:

The Bureau of Quarantine maximum allowable yellow fever vaccination fee is hereby amended as follows:

V. Repealing Clause:

The provision of Administrative Order 104-A Section IV-A number 1.1. s. 2000 and other related issuances inconsistent or contrary with the provision of this Administrative Order are hereby revoked, modified accordingly, rescinded and/or repealed.

VI. Effectivity:

This order shall take effect fifteen (15) days following the date of its publication in a newspaper of general circulation.
