AMENDING BOARD REGULATION NO. 5, S. 2003, ENTITLED GUIDELINES IN THE "IMPLEMENTATION OF OPERATION PRIVATE EYE"



WHEREAS, the use of dangerous drugs remains as one of the most serious problems of the country, affecting the lives of millions of citizens, despite the government's intensified anti-drug campaign;

WHEREAS, there has been an alarming increase in the number of clandestine laboratories and chemical storage facilities discovered and dismantled, and the volume of dangerous drugs, precursors and essential chemicals seized in the past two years;

WHEREAS, the dangerous drug trade in the country is carried out by transnational and local drug groups which are responsible for the financing, manufacturing and trafficking of dangerous drugs, precursors and essential chemicals;

WHEREAS, the Government alone cannot solve the problem of dangerous drugs, hence, the support of the citizenry is necessary in the conduct of the national anti-drug campaign, including the arrest of wanted drug personalities at the soonest time possible so that they could face the consequences of their illegal acts;

WHEREAS, Dangerous Drugs Board Regulation No. 5, series of 2003, which provides for the Guidelines in the implementation of "Operation: Private Eye", does not include provision for the granting of reward to persons providing information leading to the arrest or neutralization of wanted drug personalities;

WHEREFORE, be it RESOLVED, as it is hereby RESOLVED to amend Board Regulation No. 5, series of 2003, by adding the following paragraph in Section 11, Article V:

 

"f. Capture of Wanted Drug Personalities. A reward shall be paid to those who provide information that leads directly to the arrest/recapture of drug offenders who are at large. The list of wanted drug offenders shall be submitted by the PDEA to the Board for approval. The amount of the reward shall be fixed by the Board upon the recommendation of the PDEA and shall be drawn from the funds of "Operation: Private Eye."

This Regulation shall take effect fifteen (15) days after its publication in two (2) newspapers of general circulation and after registration with the Office of the National Administrative Register (ONAR), U.P. Law Center, Quezon City
