[ BAI ADMINISTRATIVE ORDER NO. 5, March 28, 1994 ]

DECLARING THE EXISTENCE OF EQUINE INFECTIOUS ANEMIA (EIA) IN THE PHILIPPINES



WHEREAS, it has been found out that Equine Infectious Anemia (EIA), a dangerous communicable disease of horses, exists in some parts of the country;

WHEREAS, there is danger of spreading such disease by shipping, driving or otherwise, transporting or taking across provinces and islands any horses afflicted with said disease;

NOW, THEREFORE, I, ROBERTO S. SEBASTIAN, Secretary of Agriculture, pursuant to Section 1764 of the Revised Administrative Code, do hereby order the declaration of the existence of Equine Infectious Anemia (EIA) in the Philippines and provision of appropriate measures to prevent further spread of the disease:

It shall be unlawful for any person, firm or corporation to ship, drive, or transport horses from any locality or place except when accompanied by a certificate issued by the Authority of the Director of the Bureau of Animal Industry (BAI).Said certificate shall state the number, kind, brand, and distinguishing marks of horses authorized to be shipped, driven, or transported. The certificate should also state that the horses in question have been tested for EIA and duly inspected by a Veterinary Quarantine Officer/Inspector or authorized veterinary personnel of BAI as free from any other dangerous communicable animal diseases.

This Administrative Order shall take effect immediately.
