ISSUANCE OF DRIVER’S LICENSE TO PARTIALLY BLIND/DISABLED PERSONS



Pursuant to Chapter 6, Section 26 of RA 7277 otherwise known as the Magna Carta for the Disabled Persons, it is specified therein that "The state shall promote the mobility of disabled persons.  Disabled persons shall be allowed to drive motor vehicle subject to the rules and regulations issued by LTO pertinent to the nature of their disability and the appropriate adaptation or modifications made on such vehicle."

In effect, the Office is hereby tasked to facilitate the issuance of special driver’s license to disabled persons specifically the Partially Blind persons subject to the following provisions:

1.      Applicant/disabled persons must submit to LTO a Medical Certificate of recommendation from government accredited physician;

2.      Applicant/disabled persons must take and pass the written and practical examinations;

3.      New applicant must secure student permit and undergo driving instruction for 60 days.

4.      Additional restriction shall be included in the driver’s license that Partially Blind drivers are allowed to drive only from 6:00 AM to 6:00 P.M.

Strict compliance herewith is enjoined.
