[ PRC BOARD OF ENVIRONMENTAL PLANNING RESOLUTION NO. 02, s. 1994, April 19, 1994 ]

COMPUTERIZATION OF THE ENVIRONMENTAL PLANNING LICENSURE EXAMINATION



WHEREAS, Resolution No. 265, Series of 1993, the Commission prescribes, adopts, and implements the computerization of the licensure examinations and has accordingly directed the Professional Regulatory Boards to computerize their examinations;

WHEREAS, the Professional Regulatory Boards are authorized by their respective professional regulatory laws to adopt policies that will enhance, improve, modernize, innovate by introducing changes and new concepts, methods and procedures in the conduct of their licensure examinations and to cope with the universal trend of technological advancement;

WHEREAS, the computerization of examinations will be beneficial to the professional regulatory examination by achieving: (a) confidentiality, credibility, integrity and quality of the examinations; (b) timely and expeditious release of the results of the examinations; and (c) ample time for the Boards to exercise their regulatory functions;

WHEREAS, the law regulating the practice of Environmental Planning in the Philippines (PD No. 1308) and the Implementing Rules and Regulations thereof (Rule IV, Section 11) authorize the Board of Environmental Planning to administer examinations as well as define the subjects and assign the respective percentage weights thereon;

WHEREAS, the Board is ready, and prepared to implement the policy to computerize the examination where the questions prepared by the Board are inputted into the question bank and extracted therefrom at random, and correction of the test papers is done by computer for the objective type and by manual for the subjective or problem-solving type;

NOW, THEREFORE, by virtue of the powers and functions of the Board (Section 18, PD 1308), be it RESOLVED as it hereby RESOLVES, to fully computerize the Environmental Planning Licensure Examination starting with the October 25-26, 1994 examinations.

BE IT FURTHER RESOLVED that the subjects of the examinations as specified in Rule IV, Section II, shall have both objective and subjective types of questions with proportion as follows:

a)
Physical Planning, etc.
25%
30% objective type
70% subjective type
(This subject is more of conceptualization and problem solving type which needs manual correction)
b)
Social Planning, etc.
20%
70% objective type
30% subjective type
c)
Economic Planning, etc.
20%
70% objective type
30% subjective type
d)
Planning Law and Administration, etc.
20%
70% objective type
30% subjective type
e)
Special Planning Studies, etc.
15%
70% objective type
30% subjective type


FURTHERMORE RESOLVED that the Board shall adopt the guidelines prescribed in the implementation of the computerization of licensure examination as contained in Resolution No. 265, Series of 1993 issued by the Commission on April 7, 1993.

FINALLY RESOLVED that the herein Resolution upon its approval by the Commission shall take effect after fifteen (15) days following its publication in the Official Gazette or newspaper of general circulation, whichever is earlier and that it shall be disseminated widely to the colleges/schools offering the environmental planning course and to all concerned.
