[ LTO MEMORANDUM CIRCULAR NO. 484-2003, November 25, 2003 ]

REGISTRATION OF MOTOR VEHICLES SUBJECTED TO SUMMARY SEIZURE PROCEEDINGS UNDER CAO NO. 5-2003



In line with the CAO No. 5-2003 issued by the Department of Finance as a revenue-raising scheme which allows owners of tax deficient imported motor vehicles, including but not limited to motorcycles and scooters which entered the country on or before 01 December 2002 and with models 2002 and below to voluntarily pay the duties and taxes due thereon without any penalty until 30 November 2003, the following guidelines are hereby promulgated, to wit:
  1. The BOC Certificate of Payment (CP) shall be officially transmitted to LTO Registration Section by an authorized BOC liaison officer;
  2. The Registration Section shall issue a confirmation certificate of the BOC certificate of payment;
  3. The registration hereof shall be effected only at the LTO Diliman/Pasay District Offices upon submission of all other requirements for registration, to wit:
     
    1. Confirmation Certificate from Registration Section
    2. BOC Certificate of Payment "Green Copy"
    3. Seizure Order
    4. Informal Entry
    5. Official Receipt from BOC
    6. Affidavit of Warranty and Undertaking
    7. PNP-TMG clearance
    8. Motor Vehicle Inspection Station (MVIS) Clearance
    9. Appropriate Insurance Certificate of Cover
    10. Actual Inspection of Motor Vehicle
