[ DECS ORDER NO. 68, S. 99, June 25, 1999 ]

REQUIREMENT TO SECURE PERMIT TO OPERATE AND/OR CERTIFICATE OF RECOGNITION BY ASSOCIATION OF CHRISTIAN EDUCATORS OF THE PHILIPPINES (ASCEP) MEMBER SCHOOLS



The issuance of Government Permit No. 001, s. 1996 dated February 26, 1996 which was issued to the AsCEP in favor of its 236 member schools and another unnumbered Government Permit dated October 10, 1997 which expanded the list of recipient member schools to 682 has been found to be irregular.

However, in consideration of the welfare of pupils and students who are enrolled in these AsCEP member schools, this Office hereby orders the following:

1. That the Government Permit issued to the AsCEP in favor of its member schools shall be valid but only until the end of the School Year 1999-2000;

2. That during the said school year, all AsCEP member schools are individually required to apply for a Permit to Operate or a Certificate of Recognition, as the case maybe, with the DECS Regional Office that exercises jurisdiction over them;

3. That no Permit to Operate or Certificate of Recognition shall be issued unless the elementary or secondary school has complied with all DECS requirements, including the submission of its Certificate of Incorporation issued by the Securities and Exchange Commission (SEC);

4. That the DECS Regional Offices, in coordination with the National Educational Testing and Research Center (NETRC) shall administer the Philippine Validation Test to students of AsCEP member schools which fail to secure the necessary Permit to Operate/Certificate of Recognition within the given period in order that these students maybe admitted in other educational institutions.

5. That the Association of Christian Educators of the Philippines (AsCEP) be ordered to submit on or before June 20, 1999 a certified list of its member schools that are covered by the said permit.

Immediate implementation and compliance is enjoined.
