[ NTC MEMORANDUM CIRCULAR NO. 5-2-92, February 02, 1993 ]

PROHIBITING ALL PUBLIC NETWORK OPERATORS TO CONNECT CPEs BROUGHT INTO THE COUNTRY BY A SUBSCRIBER WITHOUT PRESENTING APPROPRIATE DOCUMENTS



Concomitant with Memorandum Circular 1-04-88 otherwise known as the Rules and Regulations Governing Equipment Provided by Customers/Subscribers of Public Networks and in order to prevent proliferation of smuggled CPEs, every application for connection with the public telecommunication network of CPE brought into the country by a subscriber shall not be accepted for connection by the network operator unless the applicant shall present the following:

1. Proof of payment of customs duties/taxes or customs clearance; and

2. Proof of type-approval of the CPE by the NTC or any type-approving entity authorized by NTC to type-approve.

Any violation or infraction of this circular shall be dealt with administratively in accordance with existing laws, rules and regulations of this Commission.

Strict compliance is hereby enjoined.

This Circular shall take effect immediately.
