(NAR) VOL. IV NO. 1 / JANUARY - APRIL 1993

[ MTRCB MEMORANDUM CIRCULAR NO. 92-017, September 28, 1992 ]

TV CARTOONS

Effective immediately, purely cartoon shows in television programs in all channels are exempted from prior review provided that the television station and/or television producers/distributors of the cartoon shows shall provide the Board with a list of their monthly shows together with their respective synopsis before they are aired or broadcast and provided further that the fees due to the Board shall be paid prior to broadcast of the cartoon shows.  In case of serial cartoon shows, the television station shall submit for prior review and approval the pilot program.

With respect to block timers whose cartoon shows are not regularly broadcast on television they shall apply for exemption and may be granted the same provided they submit a synopsis and pay the corresponding fees.

In any event, television managers block timers and producers/distributors of the cartoon shows shall be responsible for any breach or violations of pertinent laws arising from such broadcast.  Should there be any evidence that the cartoon shows exhibited without prior review contain or contemplate matters that are prohibited under P.D. 1986 and its implementing rules and regulations the Board shall require the offending television station to submit for prior review and approval the sequels of the cartoon shows.

For your information and guidance.

Adopted: 28 Sept. 1992
