[ DOST SCC -8 RESOLUTION NO. 5, December 10, 2010 ]

UNANIMOUSLY APPROVING THE RULE ON THE SUSPENSION OF ALL BENEFITS THAT COME WITH THE CONFERMENT OF RANK IN CASE WHERE AN ACTIVE SCIENTIST FILES LEAVE OF ABSENCE FROM THE SCIENTIFIC CAREER SYSTEM AND/OR FAILS TO SUBMIT THE YEARLY PERFORMANCE RATING AND CONTRACT



The Council,

Realizing the need to ensure that the System must sustain a pool of top-quality career scientists and that its scientists must produce quality research outputs while staying productive in the research track;

Following its directive during the 28th Scientific Career Council Meeting on 23 June 2010, HEREBY UNANIMOUSLY APPROVES the following rules regarding availment of benefits by members of the Scientific Career System:

1.  Benefits of conferred scientists shall be suspended in the following instances:

a. Failure to submit the Yearly Performance Rating, which is the basis of their scientific outputs, and other requirements stipulated in Section 17 of the Merit System for the Scientific Career System CY 2006;

b. Filed leave of absence from the System; and

c. Non-performance of research and development functions.

2.  Conferred Scientist, whose benefits have been suspended, shall resume receiving the same benefits upon rejoining the SCS and after submission of the Performance Rating and Contract within the prescribed period.
