FEES COLLECTED UPON DELIVERY OF FOREIGN PARCELS/SMALL PACKETS AND M-BAGS, CLARIFICATION ON



This Office continues to receive complaints from our foreign parcel/small packet and M-Bag addressees due to the failure of some of our personnel to sufficiently explain to them the charges of P10 and P50, respectively, collected upon delivery. Allegedly, some of our office staff say the amount collected is either a service fee or a delivery fee, or both, which our clients find irritating since the service is an over-the-counter delivery.

In view thereof, please have the matter clarified to all concerned that aforesaid amounts collected are for PRESENTATION TO CUSTOMS CHARGE. The collections of these fees are authorized under Administrative Order No. 91-11 dated 15 December 1991, pursuant to Article 43 of the UPU Constitution and Article 26, paragraph m of the UPU Convention.

Similarly, please be reminded that only one charge of this nature shall be collected from addressees of M-Bags, that is, P50 only. This clarification is being made due to complaints also that, after P50 is collected on a M-Bag, another P10 per parcel inside the mail bag is being charged from the addressee.

All delivery post officers must be able to account for these collections by preserving the notice cards proof of delivery, where duly canceled postage stamps are affixed, or by maintaining a separate record book where proof of payment and delivery shall be recorded, for audit and inspection purposes. Meanwhile, dispatching offices are reminded of accordingly identifying such mail items forwarded to delivery post offices to counter-check faithful compliance in the collection of said fees at end offices.
