GENERAL GUIDELINES ON RE-TESTING FOR GERMINATION OF CARRY OVER SEED LOTS OF INBRED AND HYBRID RICE SEEDS



Pursuant to the provisions of the Implementing Rules and Regulations of the Seed Industry Development Act of 1992, and to ensure and sustain adequate supply of seeds of the desired quality, the following guidelines on re-testing for germination of carry over inbred and hybrid rice seeds are hereby promulgated.

1.  Seed re-testing must be applied on carry over seed lots of previous harvest that passed seed testing and certification standard.

2. Re-testing of inbred and hybrid carry over seed lots must be done four months after the first test.  Continuous re-test must be done monthly thereafter until the remaining seed stocks are disposed.

3. Only Deputized Seed Inspectors and/or NSQCS personnel can draw and submit sample from seed lots for re-testing.

4. Corresponding seed treatment before sampling must be done in case insect pest infestation is observed among seed lots to be re-tested. All bags of the seed lot of a particular variety should be re-processed, bagged and then sampled according to the prescribed sampling procedures of NSQCS. Notice for re-processing must be issued to the seed grower/owner by deputized seed inspector and/or NSQCS personnel.

5. In case there is no sign of insect infestation, sample can be drawn from each seed lot for germination re-test. Sampling is done in accordance to Administrative Order 21, series of 2007.

6. Carry over seed lots must retain the original lot number.

7. Samples for re-testing must be submitted immediately to the respective NSQCS, and results of the re-test must be provided to the seed grower/owner within fifteen (15) days from the receipt of the sample.

8. Result of analysis must be issued after payment.

This order takes effect fifteen (15) days upon publication in the official gazette or in a newspaper of general circulation and supersedes other orders inconsistent herewith.
