REVISED CRITERIA FOR THE ACCREDITATION OF FIELD LEGUMES (PEANUT, MUNGBEAN, SOYBEAN) SEED GROWERS/PRODUCERS



Pursuant to the implementation of the Seed Act, and the need to provide and sustain adequate supply of seeds of the desired quality, the following criteria for accreditation of Field legumes (Peanut, Mungbean, Soybean) seed growers/producers are hereby promulgated.

1. The applicant must be an individual farmer or a member of a cooperative/seed growers association/farmer organization.

2. For individual seed grower, the applicant must be:
a. a graduate of Field Legumes (Peanut, Mungbean, Soybean) Seed Production and Certification Training Course conducted by government agencies in coordination with BPI-NSQCS.
b. be willing to undergo retooling course at his expense every three years before renewal of accreditation.
3. For seed growers cooperative/association it must:
a. be duly registered with Cooperative Development Authority/Securities and Exchange Commission.
b. have members who have finished the Field Legumes (Peanut, Mungbean, Soybean) Seed Production and Certification training course
c. require its designated member(s) to undergo retooling course every three years before renewal of accreditation at his own expense
d. have accredited individual members.
4. For seed company, it must:
a. be duly registered with the Securities and Exchange Commission;
b. have technical and extension staff with training and expertise on Field Legumes seed production.
5. That the seed must be produced in suitable areas, inspected and duly validated by the  Deputized Seed Inspector. The suitability of an area shall be determine by the following:
a. Sustained irrigation throughout the year
b. Access to seed post harvest equipment and storage facilities
6. That the minimum area eligible for certification must be 0.5 hectare.

7. Payment of five hundred pesos (P500.00) accreditation fee upon application.

8. Accreditation of Field Legumes (Peanut, Mungbean, Soybean) seed growers shall be validated by the deputized Seed Inspectors concurred by the Chief of NSQCS and recommended by the Regional Executive Director for approval by the BPI Director.

9. For seed growers/producers having multi-location seed production areas the corresponding Deputized Seed Inspectors, NSQCS Chiefs, and Regional Executive Directors shall recommend the application for accreditation, to the BPI Director.

10. Accreditation not renewed within twenty-four (24) months shall be considered as new applicant.

11. The Certificate of Accreditation duly approved by the Director of the Bureau of Plant Industry shall be furnished to the applicant and photocopies to the Regional Executive Director and The Chief of National Seed Quality Control Services.

The implementation of this Order shall be fully coordinated with the DA Regional Field Units through the Regional Seed Coordinators, Chiefs of the Seed Quality Control Services and the Seed Inspectors.

Non-compliance with the above requirements shall be a ground for the denial of accreditation or cancellation of existing Certificate.

This Order shall take effect fifteen (15) days upon publication in the official gazette or in a newspaper of general circulation shall supersede Administrative Order No. 19 series of 2005.
