MANDATORY VALIDATION OF EMISSION TESTING RESULTS IN THE LTO IT SYSTEM



In order to ensure the compliance of all of motor vehicle pertaining to the conduct of smoke emission test prior to registration to LTO, the Memorandum Circular No. RIB-2006-790 entitled, “Mandatory Validation of Emission Testing Results in the LTO IT System” is hereby amended to include the mandatory validation of smoke emission tests of other motor vehicle classifications particularly For-Hire vehicles where the Certificate of Emission Compliance (CEC) has been issued by a duly accredited and authorized Private Emission Testing Center (PETC).

With this, LTO evaluators shall adhere to the following guidelines in the processing of motor vehicle renewal registration:

1. Verify in the systems if there is an uploaded smoke emission test as reflected in the Emission Tab of the evaluator workstep, otherwise, the evaluator shall reject the transaction;

2. Validate if the result of the smoke emission test is “Passed”, otherwise, the evaluator shall reject the transaction;

All concerned found to be violating this Memorandum Circular should be dealt with accordingly.

All orders/memoranda in conflict herewith are deemed superseded.
