1.0 Pursuant to Section 3 of Republic Act No. 9369 otherwise known as the “Amended Automated Election Law” (AAEL) which vests in the DOST the duty and responsibility to certify at least one of the Members of the Board of Election Inspectors (BEI) as Information Technology – capable person and to issue corresponding certification, and in conjunction with section 7(8), Chapter 2 of the Administrative Code (Executive Order
292), the Regional Directors of DOST are hereby granted the authority to:

1.1 Issue and sign the needed certification stating that a particular member of the Board of Election Inspectors is an information technology-capable person for the use of the Automated Election System (AES);

1.2 Enter into agreement in behalf of the DOST Secretary with partner institution on the transfer/detail of their personnel as DOST Certifiers, and administer the oath necessary for such transfer/detail

1.3 Perform such duties and responsibilities in the effective implementation of the DOST Certification Program for the members of the Board of Election Inspectors (BEIs)

For this purpose, a Special Order shall be issued by the undersigned specifically enumerating the duties and responsibilities to be performed by the Regional Directors.

2.0 The Regional Directors shall sign any and all official documents on the foregoing matters, as follows:

“By the Authority of the Secretary”

3.0 This delegation shall not be construed to diminish the power of the undersigned to review, revise, modify or revoke the act, documents issued by the Regional Directors relative to this delegated authority.

4.0 This Administrative Order shall take effect immediately and such authority granted hereof shall be terminated at the end of the implementation of the DOST Certification Program for BEIs.
