[ ERC RESOLUTION NO. 24, S. 2009, December 16, 2009 ]

A RESOLUTION SUSPENDING THE IMPLEMENTATION OF THE UNIFORM REPORTORIAL REQUIREMENT (URR) BY ALL THE DISTRIBUTION UTILITIES (DUS)



WHEREAS, on July 13, 2009, the Energy Regulatory Commission (ERC) promulgated Resolution No. 17, series of 2009, adopting the Uniform Reportorial Requirement (URR) excel model with its output data to serve as the monthly reportorial submission in lieu of ERC DU-M01 and ERC DU-M02;

WHEREAS, the ERC directed all the distribution utilities (DUs) to implement and comply with the URR submission starting January 2010 by submitting one (1) electronic copy and two (2) hard copies of the accomplished URR model together with the supporting documents, on or before the 30th of the following month;

WHEREAS, there is an on-going review of Rule IX Sections 1 and 4 of the Implementing Rules and Regulations (IRR) of Republic Act No. 7832, otherwise known as the “Anti-Pilferage of Electricity and Theft of Electric Transmission Lines/Materials Act of 1994”;

WHEREAS, several cases were filed with the ERC by the on-grid Electric Cooperatives (ECs) pursuant to the Rules for Setting the Electric Cooperatives Wheeling Rates (RSEC-WR), which involve the modification of their customer classifications and rates structures;

WHEREAS, the above-cited developments may require revision on certain templates of the URR model, specifically, the system loss calculation as well as the re-classification of customer classes;

NOW THEREFORE, the ERC RESOLVES, as it is hereby RESOLVED to:

1. Suspend the submission of the Uniform Reportorial Requirement (URR) until further notice; and

2. Direct all DUs to observe in the meantime the existing reportorial requirements such as DU-M01 and DU-M02 and other monthly submissions that are at present required by the ERC.

This Resolution shall take effect (15) days following its publication in a newspaper of general circulation in the country.
