[ MMDA RESOLUTION NO. 10-21, December 14, 2010 ]

PERMANENTLY IMPLEMENTING MMDA REGULATION NO. 06-005 AS AMENDED ENTITLED “UNIFIED VEHICULAR VOLUME REDUCTION PROGRAM REGULATING THE OPERATION OF CERTAIN MOTOR VEHICLES ON ALL ROADS IN METROPOLITAN MANILA” TO ALL PUBLIC UTILITY BUSES



WHEREAS, due to the recurring heavy traffic along the major thoroughfares of Metropolitan Manila, partly brought about by rampant violation of traffic rules and regulations committed by bus drivers, the Metro Manila Council recognized the urgent need to re-implement MMDA Regulation No. 96-005 for all public utility buses from 7:00 AM to 7:00 PM in all national, city and municipal roads of Metro Manila which was suspended due to the execution of a Memorandum of Agreement by and between MMDA and different association of bus operators on July 15, 1996;

WHEREAS, in view of the said predicament regarding the traffic situation in Metropolitan Manila the Metro Manila Council passed MMDA Resolution No.10-16, Series of 2010 entitled “Re - Implementing MMDA Regulation No. 96-005 As Amended Entitled “Unified Vehicular Volume Reduction Program Regulating The Operation Of Certain Motor Vehicles On All Roads Of Metro Manila” For All Public Utility Buses On Experimental Basis”, that took effect on November 15, 2010 and will be effective up to January 15, 2011;

WHEREAS, the Honorable Supreme Court did not issue a temporary restraining order sought by the four (4) bus drivers that filed a petition to stop the enforcement of MMDA Resolution No. 10-16 and has allowed the MMDA to continue implementing the Unified Vehicular Volume Reduction Program (UVVRP) for public utility buses operating in all roads and major thoroughfares of Metro Manila, particularly along Epifanio delos Santos Avenue (EDSA);

WHEREAS, it has been noted that during the implementation of the UVVRP for buses on experimental basis, the travel speed improved due to the significant decrease of buses from 7,180 to 4,165, a reduction of 3,015 from Monday to Friday;

WHEREAS, in consonance with the functions and powers of the MMDA to set the policies concerning traffic in Metro Manila and regulate the implementation of all programs and projects regarding traffic management, the Metro Manila Council deems it necessary to permanently implements the MMDA Regulation No. 96-005 to all public utility buses plying in Metropolitan Manila;

NOW THEREFORE, be it resolved as it is hereby resolved, pursuant to Section 6 of RA 7924, that the Metro Manila Council, hereby permanently implements MMDA Regulation No. 96-005 as amended entitled “Unified Vehicular Volume Reduction Program Regulating The Operation of Certain Motor Vehicles on all Roads in Metropolitan Manila” to all public utility buses.

This Resolution shall take effect January 16, 2011.
